According to him, at the beginning of the year, Russia deliberately used this missile near NATO borders in order to intimidate Western partners and deter assistance to Ukraine.

“Today, Russia has only 3–4 Oreshnik type missiles,” said Oleg Lugovsky.

He noted that the Russian Defense Ministry plans to begin mass production of these missiles in 2026. According to available data, this involves the production of at least 5 missiles per year.

At the same time, Luhovsky stressed that the Oreshnik has more political than military significance. He called the main purpose of using this missile an attempt to intimidate Ukraine’s European partners.

“The main task of “Oreshnik” is political pressure and intimidation, not real combat use,” said Oleg Luhovsky.

According to him, the missile’s combat effectiveness is questionable because it is built on outdated technology and requires constant maintenance and troubleshooting.

In addition, Lugovsky reported that the Foreign Intelligence Service of Ukraine is cooperating with the intelligence services of partner countries to form a common objective understanding of the situation around “Oreshnik” and counter Russian and Belarusian disinformation.

It was previously reported that on the night of January 9, Lviv region was hit by a missile strike , which hit a critical infrastructure facility.
