This electricity is transmitted to Kyiv through distribution substations, most of which are located outside the city and are <strong data-start=\"451\" data-end=\"497\">not controlled by Kyiv\u2019s local authorities<\/strong>.<\/p>\n<p data-start=\"500\" data-end=\"827\"><strong data-start=\"500\" data-end=\"540\">2) Where does Kyiv\u2019s heat come from?<\/strong><br data-start=\"540\" data-end=\"543\" \/>Heat is mainly produced at <strong data-start=\"570\" data-end=\"584\">CHP plants<\/strong>, which also generate the 20% of electricity mentioned above.<br data-start=\"645\" data-end=\"648\" \/>The majority of Kyiv\u2019s heat supply comes from CHPs, while <strong data-start=\"706\" data-end=\"728\">only a small share<\/strong> is generated by district boiler houses and boiler facilities operated by condominium associations.<\/p>\n<p data-start=\"829\" data-end=\"1228\"><strong data-start=\"829\" data-end=\"889\">3) Why does Kyiv face such serious electricity problems?<\/strong><br data-start=\"889\" data-end=\"892\" \/>The core issue is that <strong data-start=\"915\" data-end=\"989\">many electricity distribution substations are not under Kyiv\u2019s control<\/strong>.<br data-start=\"990\" data-end=\"993\" \/>As a result, even if all CHP plants were operating perfectly, Kyiv would still face power supply problems\u2014because the issue lies not with the 20% generated locally, but with the <strong data-start=\"1171\" data-end=\"1227\">80% supplied through state-controlled infrastructure<\/strong>.<\/p>\n<p data-start=\"1230\" data-end=\"1592\"><strong data-start=\"1230\" data-end=\"1291\">4) Can the city solve the electricity problem on its own?<\/strong><br data-start=\"1291\" data-end=\"1294\" \/><strong data-start=\"1294\" data-end=\"1301\">No.<\/strong> Kyiv does not own nuclear power plants or the main distribution substations; they are controlled by the state, which is logical given their strategic importance.<br data-start=\"1463\" data-end=\"1466\" \/>However, the city <strong data-start=\"1484\" data-end=\"1502\">can and should<\/strong> ensure that critical infrastructure is equipped with <strong data-start=\"1556\" data-end=\"1591\">autonomous backup power sources<\/strong>.<\/p>\n\t\t<aside class=\"shortcode-also\" data-title=\"Read also\" >\n\t\t<a href=\"https:\/\/prm.ua\/en\/a-miracle-despite-sabotage-why-the-energy-sector-was-not-ready-for-a-severe-winter\/\">A miracle despite sabotage: why the energy sector was not ready for a severe winter<\/a>\n\t<\/aside>\n\n<p data-start=\"165\" data-end=\"176\"><strong data-start=\"165\" data-end=\"176\">5) Heat<\/strong><\/p>\n<p data-start=\"178\" data-end=\"245\"><strong data-start=\"178\" data-end=\"235\">Can the city protect CHP plants from missile attacks?<\/strong><br data-start=\"235\" data-end=\"238\" \/><strong data-start=\"238\" data-end=\"245\">No.<\/strong><\/p>\n<p data-start=\"247\" data-end=\"539\"><strong data-start=\"247\" data-end=\"272\">What can the city do?<\/strong><br data-start=\"272\" data-end=\"275\" \/>The city can <strong data-start=\"288\" data-end=\"317\">diversify heat generation<\/strong>, but this cannot be achieved in one, two, or even four years. It is a <strong data-start=\"388\" data-end=\"419\">complex strategic objective<\/strong>, not a quick fix. However, strategic goals are never achieved if they are not clearly defined and consistently pursued.<\/p>\n<p data-start=\"541\" data-end=\"838\">Kyiv <strong data-start=\"546\" data-end=\"598\">must fundamentally change its heat supply system<\/strong>.
