In Kyiv, the prosecutor’s office, together with the State Tax Service, exposed a scheme to minimize tax liabilities with the participation of pharmacy chains. According to the investigation, over 2 billion hryvnias were taken out of the shadows during 2022\u20132025.<\/strong><\/p>\n

This was announced by<\/a> Prosecutor General Ruslan Kravchenko.<\/p>\n

According to the investigation, in 2021, the organizer of the scheme created a foreign representative office in Ukraine, for which patents were registered for disinfection of premises and treatment against rodents using ultrasonic radiation.<\/p>\n

In 2022\u20132025, about 10 pharmacy chains, covering 183 enterprises in Ukraine, were involved in the scheme. The investigation found that the enterprises understated their income tax by transferring funds as royalties for the use of patents that did not actually involve real business transactions.<\/p>\n

To legalize operations, the organizer used controlled persons, appointed loyal management, and concluded fictitious license agreements with the signing of acts on the allegedly provided services.<\/p>\n

According to the results of the pre-trial investigation, it was established that during 2022\u20132025, more than 2 billion hryvnias were withdrawn into shadow circulation.<\/p>\n

The director and chief accountant of the controlled structures were notified of suspicion of official forgery, and they also provided incriminating testimony.<\/p>\n

The organizer of the scheme has been reported on suspicion of official forgery and money laundering. Measures are currently being taken to establish his whereabouts and select a preventive measure in the form of detention.<\/p>\n

\u201cFictitious patents, royalties, and multi-level schemes do not exempt from liability,\u201d said Prosecutor General Ruslan Kravchenko.<\/p>\n
