During searches as part of Operation Midas, NABU detectives discovered a document related to the case of former Deputy Head of the Presidential Office Rostislav Shurma. This indicates the suspects’ interaction with members of a criminal organization to obstruct the investigation.<\/strong><\/p>\n

The investigation established that the letter received by the head of PJSC “Zaporizhzhiaoblenergo” back in May 2024 contained a request to allocate specialists to work on the commission. The commission was supposed to record the moment of non-synchronous operation of individual substations and power transmission lines in the occupied territories with the United Energy System of Ukraine.<\/p>\n

On January 21, 2026, NABU and SAPO reported the exposure of a scheme to appropriate funds under the “green” tariff in favor of commercial energy generating enterprises in the temporarily occupied Zaporizhia region. Among the suspects in the case are brothers Rostyslav and Oleh Shurmy.<\/p>\n

During searches as part of Operation Midas, detectives seized a letter to Zaporizhzhiaoblenergo, which indicates that the suspects contacted members of a criminal organization associated with Timur Mindich and Oleksandr Zukerman to obstruct the work of NABU. <\/p>\n

“The above gives reasonable grounds to believe that persons who may be involved in committing a criminal offense in criminal proceedings turned to members of a criminal organization who had influence over the Ministry of Energy of Ukraine and other enterprises of the fuel and energy complex, in order to impede the performance of the tasks of the criminal proceedings by NABU employees,” the decision of the High Anti-Corruption Court states.<\/p>\n

According to the investigation, during July 2022-June 2023, the companies “Natsprod”, “KD Energy 2” and “Renewable Energy of Zaporizhzhia”, controlled by the Shurma family, received funds from the state enterprise “Guaranteed Buyer” for allegedly supplied electricity to the United Energy System of Ukraine. At the same time, the production facilities of these companies were located in the territories that came under the control of the Russian occupiers from February-March 2022.<\/p>\n

Anti-corruption authorities also gained access to Rostislav Shurma’s Telegram correspondence. In particular, on March 1, 2022, he instructed the head of the Shurma family group of companies to control all enterprises, noting: “Please keep an eye on all enterprises. Not only the sun and construction… You can tell everyone that I appointed you as a senior until the end of the war. If anyone has any questions about subordination.”<\/p>\n

In early September 2024, President Volodymyr Zelensky dismissed Rostyslav Shurma from the position of Deputy Head of the Presidential Office. After that, he left the country, and was last seen by journalists with his brother Oleg in Austria.<\/p>\n

By the way, on January 30, 2026, the NABU summoned Rostyslav and Oleh Shurma for questioning as suspects in the case. Previously, Rostyslav Shurma denied all charges, claiming that only Ukrenergo has the authority to connect power plants to the United Energy System of Ukraine.<\/p>\n

By the way, the National Anti-Corruption Bureau and the Specialized Anti-Corruption Prosecutor’s Office announced the exposure of a scheme to embezzle money intended for payments under the “green” tariff<\/a> , which was used to earn money by commercial energy generating enterprises located in the temporarily occupied territory of the Zaporizhia region.<\/p>\n

As previously reported, NABU and SAPO sent documents for Interpol to put businessmen Timur Mindich and Oleksandr Zukerman, defendants in the “Midas” case regarding corruption in the energy sector, on the wanted list<\/a> .<\/p>\n
