President Volodymyr Zelenskyy reported this on Telegram following a conference call.<\/strong><\/p>\n<p>&#8220;Railway workers are responding, restoring, trying to fix everything quickly, and maintaining connections between regions,&#8221; the head of state said.<\/p>\n<p>Occupation forces have shifted their targeting priorities, moving from attacks on energy production to the systematic destruction of Ukraine&#8217;s transport infrastructure. This strategy is aimed at simultaneously solving military and psychological problems: blocking the transfer of reserves to the front and creating unbearable conditions for the civilian population during the winter cold.<span class=\"Apple-converted-space\">\u00a0<\/span><br \/>\nCritical railway junctions\u2014those that directly affect people\u2019s ability to evacuate dangerous areas during severe strain on the power grid\u2014were deliberately targeted.<br \/>\nCurrently, the focus is on attacks on Ukraine&#8217;s transport and logistics infrastructure. During the so-called energy ceasefire, the Russian Federation focused its main attacks on Ukrzaliznytsia&#8217;s infrastructure. These include locomotive depots, rolling stock, and, consequently, repair and maintenance facilities. This is a very dangerous tactic of the Russian occupiers. This means that we are talking about a comprehensive firepower attack not only on the energy infrastructure but also on the Ukrainian transportation component.<\/p>\n<p>Synchronized attacks on heating and transport aim to make life in large population centers as difficult as possible, effectively turning civilians into hostages of the blackout.<\/p>\n<p>Damage to energy and coal mining infrastructure, as well as gas storage facilities, is creating conditions for a blackout\u2014a virtual paralysis of the life support systems of Ukrainian cities during the peak of the heating season.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>Let me remind you that in his speech on September 30, 2022, the Kremlin dictator emphasized that during World War II, the anti-Hitler allies used carpet-bombing tactics against the German cities of Cologne and Dresden. In other words, back in 2022, the Russian dictator was already signaling to Western countries the possibility of Russian strikes against civilians and the civilian infrastructure of Ukrainian cities. Ukrainian authorities and international organizations qualify these strikes as war crimes by the Russian Federation and emphasize that they are deliberate.<\/p>\n<p>At the same time, the occupiers are well aware that most residents of cities with populations exceeding one million would attempt to flee their homes under such conditions. By targeting transportation infrastructure, they are effectively paralyzing evacuation routes. In doing so, Russia is blocking evacuation and holding the civilian population hostage in cities left without water or heat.<\/p>\n<p>Thus, on the night of December 6, 2025, a large railway junction in Fastiv, near Kyiv, came under airstrike. Russians deliberately destroyed the local train station, the motorcar depot, and approximately 27 commuter train cars running between the Kyiv, Chernihiv, and Sumy regions.<span class=\"Apple-converted-space\">\u00a0<\/span><br \/>\nOn the night of December 15, the occupiers attacked the railway junction in Pyatykhatky, Dnipropetrovsk region, using drones.<\/p>\n<p>On the night of December 22, near Korosten in the Zhytomyr region, a Russian unmanned aerial vehicle attacked a freight train. It derailed, causing an emergency for another train traveling on an adjacent track.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>On January 11, overnight shelling by the Russian Federation again damaged railway infrastructure. Ukrzaliznytsia employees were injured, and dozens of trains were\u00a0forced to operate with delays and rerouting<\/p>\n<p>Six people died in a Russian drone strike on a passenger train in the Kharkiv region. Meanwhile, Ukrzaliznytsia announced the cancellation of some trains and temporary changes to its commuter train schedule in the Kharkiv region.<\/p>\n<p>On January 30 of this year, the enemy launched seven drone strikes on railway facilities, including at the Sinelnikovo station.<\/p>\n<p>It is noteworthy that the\u00a0occupiers intend to use the paralysis of civilian communications to create a transport collapse that will critically slow down the military logistics of the Ukrainian Defense Forces.<\/p>\n<p>The fact is that rail transport can carry much larger volumes of cargo than road transport. That is why a significant portion of military supplies in Ukraine is transported by rail.<\/p>\n<p>The calculation is that Ukrzaliznytsia, which will be primarily focused on evacuating residents, will be unable to quickly transport military supplies from the western part of the country to the east. Consequently, the counterflow from east to west will create a blockade, effectively a traffic jam, in Ukraine&#8217;s transport system.<\/p>\n<p>Thus, the Russians are provoking the possibility of blocking not only Ukrzaliznytsia but also road transport.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p data-start=\"101\" data-end=\"397\">Due to the disruption of rail transport, the evacuation of refugees and the delivery of supplies to the Ukrainian Armed Forces will have to rely on roads, where opposing flows of traffic (eastbound and westbound) will collide, inevitably causing congestion and further hindering troop resupply.<\/p>\n<p data-start=\"399\" data-end=\"556\">The occupiers anticipate that this situation will negatively affect the front lines by reducing the volume of supplies reaching the Ukrainian armed forces.<\/p>\n<p data-start=\"558\" data-end=\"810\">According to the occupiers\u2019 plan, the civilian population\u2014unable to evacuate and subjected to attacks on critical infrastructure\u2014will exert additional pressure on the Ukrainian leadership to push them toward negotiations on terms favorable to Russia.<\/p>\n<p>Ukrzaliznytsia CEO Alexander Pertsovsky reported that Russian forces launch six to seven Shahed-type kamikaze drones every night, targeting locomotives.<\/p>\n<p>The enemy continues to attack Ukrainian railways.<span class=\"Apple-converted-space\">\u00a0 Intending to cut<\/span>\u00a0off connections with frontline areas, the enemy aims to block the main routes and also attempts to block backup ones.<\/p>\n<p>In addition to purely military goals, the Kremlin is actively using its intelligence services to destabilize the domestic situation, attempting to turn Ukrainians&#8217; everyday difficulties into a political tool of pressure.<br \/>\nRussian intelligence agencies and affiliated public groups have become increasingly active, attempting to create what they call \u201cartificial chaos\u201d\u2014an Iranian-style scenario adapted to Ukraine\u2019s specific context. The Russians believe that attacks on infrastructure are intended to spark social unrest in Ukraine, with the primary demand being an end to the war.
