Zelenskyy solemnly declares that the US security guarantees are \u201c100% ready.\u201d\u00a0 The Washington Post writes about this (in the WP feed with a reference to the Associated Press): they say the document is ready, all that remains is to sign, and then there is also \u201cratification\u201d in Congress and in our country. It sounds as if tomorrow, NATO Article 5 will be addressed to Ukraine, with a seal, a ribbon, and a brass band.<\/p>\n<p>But let\u2019s switch to \u201cread the fine print\u201d mode, because we\u2019ve already been \u201cprotected\u201d once by the Budapest Memorandum.<br \/>\nFirst. The Fifth Article of NATO is not just a nice phrase\u2014it is a mechanism: an attack on one is considered an attack on all, and specific actions follow. <strong data-start=\"274\" data-end=\"287\">Specific!<\/strong> From everyone, as much as possible! Missiles from some, words of support from others. And yet, here we are, being sold the phrase \u201cguarantees\u201d <strong data-start=\"425\" data-end=\"536\">without any clear obligation regarding what exactly the US would do if the Russian Federation strikes again<\/strong>. Air defense? Aviation? Troops? Automatic sanctions? Reaction time? <strong data-start=\"605\" data-end=\"626\">Nothing is clear.<\/strong><\/p>\n\t\t<aside class=\"shortcode-also\" data-title=\"Read also\" >\n\t\t<a href=\"https:\/\/prm.ua\/en\/us-nuclear-shield-and-eu-money-how-security-guarantees-for-ukraine-will-work\/\">US nuclear shield and EU money: how security guarantees for Ukraine will work<\/a>\n\t<\/aside>\n\n<p>Second. The Budapest Memorandum also began as \u201cserious assurances\u201d: respect for borders, non-use of force, and consultations. And it ended with the main guarantor becoming the main aggressor, and consultations turning into a genre of \u201cdeep concern.\u201d So if the current \u201c100% document\u201d is again about words, not about triggers and actions, then it has not deviated far from Budapest; it is simply a more fashionable font.<\/p>\n<p>Third. They scare us with \u201cratification\u201d as if it were a magic spell; they say that if it is ratified, it means it is ironclad. But ratification in itself does not make a piece of paper \u201cArticle 5.\u201d A declaration of intentions can also be ratified. The question is not in the procedure but in the content: Does it create a duty to respond or merely a commitment to \u201csupport and facilitate\u201d?<\/p>\n<p>So my simple test: show three things in the document\u2014the conditions for launching assistance, a list of mandatory steps, and a response time frame. This is not a guarantee. Again, this is just \u201cwishful thinking,\u201d only now it comes certified as \u201c100%.\u201d<\/p>\n<p>Ukraine is tired of Zelensky\u2019s lies and doesn\u2019t need empty words. The country demands that the next \u201csecurity paper\u201d not end up as another exhibit in the museum of <em data-start=\"290\" data-end=\"318\">\u2018We Were Reassured Again.\u2019<\/em> Time and again, we are reassured\u2014only for them to forget a minute later what they promised!<\/p>\n\t\t<aside class=\"shortcode-also\" data-title=\"Read also\" data-right>\n\t\t<a href=\"https:\/\/prm.ua\/en\/security-guarantees-from-the-us-why-the-signing-of-the-agreement-is-delayed\/\">Security Guarantees from the US: Why the Deal Keeps Getting Delayed<\/a>\n\t<\/aside>\n\n<p><em>Recently, Ukrainian President Volodymyr Zelenskyy stated that the document on security guarantees for Ukraine <a href=\"https:\/\/prm.ua\/dokument-pro-harantii-bezpeky-dlia-ukrainy-povnistiu-hotovyy-zelenskyy\/\">is fully prepared<\/a>. Kyiv is currently awaiting a signal from the United States regarding the place and date of its signing.<\/em><\/p>\n<p><em>At the same time, whether Ukraine receives security guarantees from the United States may depend on how ready Kyiv is to<a href=\"https:\/\/prm.ua\/ssha-proponuiut-ukraini-harantii-bezpeky-v-obmin-na-donbas\/\">\u00a0withdraw troops from the unoccupied areas of Donbas<\/a>. According to the Financial Times, the Donald Trump administration has made clear to Kyiv that US security guarantees will depend on its acceptance of a peace agreement.<\/em><\/p>\n<p><em>The US later unveiled <a href=\"https:\/\/prm.ua\/tryetapnyy-plan-harantiy-bezpeky-ukraina-otrymaie-shvydku-dopomohu-zakhodu-ta-ssha-u-razi-novoho-nastupu-rf\/\">a mechanism of security guarantees for Ukraine<\/a> in the event of a new Russian invasion. According to the Financial Times, in the event of an escalation, the West is ready to respond militarily within 72 hours.
