The Kremlin’s import substitution plans are failing due to the Russian economy’s critical dependence on imports of high-tech products.<\/strong><\/p>\n

This was reported by<\/a> the Foreign Intelligence Service of Ukraine.<\/p>\n

<\/p>\n

Internal assessments by the Russian Ministry of Economic Development show that despite official statements about accelerated import substitution, key industries remain technologically dependent on foreign supplies. This calls into question the implementation of the six-year economic transformation plan until 2030, which envisages achieving 70-90% technological independence in strategic sectors.<\/p>\n

Actual indicators significantly lag behind the declared goals. In high-speed rail transport, the level of technological independence is about 15%, in shipbuilding and energy – 30%, in the production of unmanned systems – 40%, in industrial engineering – about 65%.<\/p>\n

Restrictions on access to Western technologies have not reduced Russia’s import dependence, but have only changed its structure. China’s share in the supply of microcircuits to Russia has increased to approximately 90%, which creates new long-term risks of unilateral dependence.<\/p>\n

<\/p>\n

Against the backdrop of a significant gap between plans and real capabilities, as well as taking into account limited production, technological and human resources, achieving the declared level of technological independence by 2030 remains unlikely. Current dynamics indicate that the Russian Federation’s course towards “technological sovereignty” is mainly declarative in nature.<\/p>\n

It was previously reported thatthe European Union is considering new restrictions on the transportation of Russian oil by sea, which could significantly affect the financing of Russia’s war against Ukraine.<\/a><\/p>\n
