The Asset Search and Management Agency (ARMA) has refused to sign a protocol on the sale of 460 hectares of land in the Borzhava mountain valley in Transcarpathia to companies associated with Opposition Platform – For Life MP Serhiy Levochkin.<\/strong><\/p>\n

They acknowledged that the winners of the procurement tender may be connected to the previous owner, the ARMA press service reported on Sunday, February 8.<\/p>\n

“The information obtained during the audit indicates the presence of related elements, which are considered unacceptable under international asset recovery standards, as they could create the risk of the asset being effectively returned to the control of its former owners. Therefore, the Agency refused to sign the protocol recognizing the auction as valid and to conclude the purchase and sale agreement,” the ARMA press service reported.<\/p>\n

In January, the Agency conducted an audit, investigating the winners of a tender to purchase land in the Carpathians. Properties in the Borzhava mountain valley were confiscated from companies associated with Vladyslav Kaskiv, a former member of ex-President Viktor Yanukovych’s team and current member of the Zakarpattia Regional Council. ARMA expected to receive over UAH 1 billion for these lands in 2024.<\/p>\n

According to Ekonomichna Pravda, the lots were purchased at a price ten times lower by companies associated with Levochkin. On January 8, 2026, Andriy Vingranovskyi purchased a plot of over 26.7 hectares for UAH 5.4 million, with a starting price of UAH 10.4 million. He also purchased another lot of 199.1 hectares, paying UAH 39.1 million instead of the initial UAH 75.2 million. A third plot of 234.77 hectares was purchased by Ihor Vlasyuk for UAH 45 million (with a starting price of UAH 88.2 million).<\/p>\n

According to the agency’s press service, the auction organizers reported the violations they had identified. ARMA also took the necessary procedural measures and submitted official requests to the NABU and SAPO for a procedural assessment of the identified links.<\/p>\n

Subsequently, the agency will ensure a new land valuation and a repeat auction with updated approaches to managing the seized assets.<\/p>\n

As a reminder, on January 13, ARMA announced it would conduct an audit of the winning bidders. Bihus.Info investigators previously reported that Sergei Levochkin was planning to implement the Borzhava ski resort project.<\/p>\n
