Ukraine is preparing amendments to the Civil Code that expand the civil rights of children, and the day before it was reported that new rules were being prepared for early marriage of minors. The project provides that minors will be able to use bank cards from the age of 6, and will also receive the right to personal space and independent protection of their rights.<\/strong><\/p>\n

According to the project, bank cards can be issued for children from 6 years old, which will allow them to independently pay for small purchases that are understandable for their age. This applies to everyday goods necessary for the child.<\/p>\n

“A minor child has the right to a name, honor and dignity, personal space, and the expression of his or her own opinion regarding his or her life,” the document states.<\/p>\n

Children will have the opportunity to independently address guardianship authorities or the court in cases of violation of their rights, including by their parents. They can also participate in children’s public organizations and receive the results of their intellectual or creative activities.<\/p>\n

The draft Civil Code defines a minor child as from birth to 14 years of age, and a minor as from 14 to 18 years of age. Even adult children will retain the legal status of a child in their relationship with their parents.<\/p>\n

The document is currently under consideration by the Verkhovna Rada and has not yet entered into force<\/strong> , therefore the proposed norms are not yet mandatory.<\/p>\n

It was reported the day before that Ukraine plans to expand the grounds for marriage for minors<\/strong> . The draft of the new Civil Code provides that, by court decision, a person can marry from the age of 16, and in the case of pregnancy or the birth of a child – from the age of 14, with a mandatory court decision.<\/p>\n

In particular, by court decision, the right to marry may be granted to a person from the age of 16, if this is in their interests. Additionally, in the event of a woman’s pregnancy or the birth of a child, the court may allow marriage from the age of 14. It is important that automatic permission for early marriage is not provided for – a court decision remains a mandatory condition.<\/p>\n

Currently, current legislation (Article 23 of the Family Code) allows marriage from the age of 18 and, by court decision, from the age of 16, if it is in the interests of the minor. The new amendments expand the possibilities for registering marriage in exceptional cases, in particular to ensure the rights of the child in situations of pregnancy or childbirth.<\/p>\n

The draft Civil Code was registered in the Verkhovna Rada on January 22, 2026. The final decision on the adoption of changes to the rules for marriage by minors will be made during the consideration of the document in parliament.<\/p>\n

These changes are intended to formalize the legal grounds for early marriage and protect the interests of minors in the legal field.<\/p>\n
