They are campaigns, agitation, and discussions. All stages are important. Democratic standards must be observed at all times, and observations must be carried out\u2014both mutual internal and competent external.<\/p>\n<p>Without this, elections are not elections but a Russian-style fake.<\/p>\n<p>By the way, this became a trap for Russia in Minsk. They demanded &#8220;elections&#8221; in the temporarily occupied territories\u2014&#8221;of course, democratic ones. &#8220;And that&#8217;s where they were caught. Democratic elections require security at all stages, freedom to run and campaign, and unhindered and free voting. The Copenhagen Document of 1990, the same &#8220;OSCE standards&#8221; that determine whether elections are free and fair. That is, whether they are elections whose results must be taken into account or &#8220;elections&#8221; that are recognized only in &#8220;Moscow.&#8221; Hence, the demand is &#8220;security first.&#8221;<\/p>\n<p>Everything is logical for democratic countries, and Russia remained with its understanding of Minsk as &#8220;shoving Trojan horses under our control into Ukraine.&#8221; &#8221; And there is no security\u2014sanctions, pressure, and the need to find a way out. Then they talked about peacekeepers. Unfortunately, in 2019, they sent Yermak to the negotiations, who quickly agreed to read the agreements in Russian. And when it fell apart after the protests in Kyiv, the Russians were very offended.<\/p>\n<p>But they are stubborn and always strive to see their ideas through to completion.<\/p>\n\t\t<aside class=\"shortcode-also\" data-title=\"Read also\" >\n\t\t<a href=\"https:\/\/prm.ua\/en\/strange-deadlines-who-is-really-pushing-ukraine-towards-elections\/\">Strange deadlines: who is really pushing Ukraine towards elections?<\/a>\n\t<\/aside>\n\n<p>Therefore, secondly, they demand holding &#8220;elections&#8221; precisely during the war, that is, martial law.<br \/>\nIn addition to the impossibility of holding elections democratically under such conditions, there are many other factors at play. The impossibility of voting (at least, full voting), and even more so of running for office, for military personnel. Complications of voting for refugees abroad: during a war, they are unlikely to return, and organizing the expression of the will of more than 6 million abroad is a non-trivial task. Questions will also arise for IDPs.<\/p>\n<p>And all of this, combined with the lack of democratic conditions, raises a crucial question: the legitimacy of the elections. Their recognition as honest and fair, both in the world and, most importantly, by Ukrainians themselves.<\/p>\n<p>And finally, thirdly. Considering all these circumstances, the Russians dream that at least one of them will trigger an internal conflict in Ukraine.<\/p>\n<p>Especially considering the &#8220;preparations&#8221; that the authorities have already launched: &#8220;sanctions&#8221; against Poroshenko, monopolization of the information space, the command &#8220;face&#8221; to the collective &#8220;state bureau of repressions,&#8221; and the like. All this is a game of the Russian scenario of discord and division.<\/p>\n<p>Therefore, the task of Ukrainian diplomacy is not to agree to &#8220;elections&#8221; without a choice, hoping to &#8220;win&#8221; them, and then &#8220;loop&#8221; them around to stay in office, but to convey to partners the dangers of such a scenario.<\/p>\n<p>The only possible path to legitimate, democratic, free, and fair elections is through a very simple logic. First and foremost, security.<\/p>\n\t\t<aside class=\"shortcode-also\" data-title=\"Read also\" data-right>\n\t\t<a href=\"https:\/\/prm.ua\/en\/this-war-is-for-a-long-time-the-armed-forces-of-ukraine-warned-of-the-threat-of-internal-discord\/\">\u201cThis war is for a long time\u201d: the Armed Forces of Ukraine warned of the threat of internal discord<\/a>\n\t<\/aside>\n\n<p>And this means a ceasefire, the lifting of martial law, and carrying out all preparatory work to create the appropriate conditions (six months, yes, six months, but let the experts say\u2014there is a whole working group working in the Rada). And only after that\u2014elections.<\/p>\n<p>European elections.<\/p>\n<p>Under close international supervision and mutual control, and in accordance with all standards of democracy (without &#8220;sanctions,&#8221; pressure, and fraud).<\/p>\n<p>It is these elections that will open the way to lasting peace, to revival, and to Europe.<\/p>\n<p>Russia does not agree with this. It did not sacrifice over a million of its own citizens, devastate its economy, and jeopardize its future for this.<\/p>\n<p>But Russia needs to be forced to do this. How? Well, you are the government. You said you knew. Well, do it.<\/p>\n<p>Can&#8217;t you? Well, no one has withdrawn the proposal for a unity coalition and a government of salvation.
