During the raid, a Shahed-136 kamikaze drone struck an energy infrastructure facility between 11:00 p.m. and midnight, causing severe consequences for several districts of the city.<\/strong><\/p>\n<p>I won&#8217;t specify what kind of facility it was. Still, in Odessa, practically everyone knows where the occupiers ended up, just as they are perfectly aware of the result of their actions. The following question arises&#8230;<\/p>\n<p>In 2022, a large-scale campaign of terror against Ukraine&#8217;s energy infrastructure began, planned and organized by General Surovikin. During the strikes in the fall-winter of 2022-2023, Odesa was repeatedly plunged into blackouts. In 2022, some areas of the city were cut off from electricity not just for a day, but for an entire week.<\/p>\n<p>The energy terror lasted throughout 2023, 2024, and 2025 and will continue until the end of the war, which will definitely not end in 2026. Let&#8217;s have no illusions!<\/p>\n<p>So, why, at least at the level of local authorities, after the blackout of 2022-2023, was a crisis plan not developed regarding actions in the event of critical damage to a particular energy infrastructure facility, on which a significant part of the city depends, including enterprises of tragic importance?<\/p>\n\t\t<aside class=\"shortcode-also\" data-title=\"Read also\" >\n\t\t<a href=\"https:\/\/prm.ua\/en\/russia-attacked-a-thermal-power-plant-in-odessa-causing-serious-damage-to-the-equipment\/\">Russia attacked a thermal power plant in Odessa, causing serious damage to the equipment.<\/a>\n\t<\/aside>\n\n<p>That is, how is the annual crisis planning, which was supposed to be submitted in December of each year along with the action plan for the following year, which each enterprise submits to management, either not submitted, or represented some situational, ineffective solutions, or submitted, but at a certain level&#8230; not implemented?<\/p>\n<p>Odesa is one of the cities most vulnerable to enemy attacks, alongside Kharkiv, Sumy, Zaporizhzhia, and Kherson. At the same time, it plays a crucial role in the country\u2019s maritime logistics. Odesa\u2019s importance in logistical terms is of nationwide strategic significance. Yet after four years of full-scale war, it appears that no comprehensive plan has been developed to address potential strikes, critical damage, or the destruction of key energy infrastructure facilities<\/p>\n<p>So what is the real problem?<\/p>\n<p>In addition to the above questions, I would also like to ask others: why was so little attention paid to alternative, autonomous energy supply at the local government level in Odessa?<br \/>\n\u201cNow, Odesa\u2019s news channels are cheerfully reporting that a 650 kW generator has been delivered to the city. Let\u2019s all applaud\u2014but what does it actually change?<\/p>\n<p>\t\t<aside class=\"shortcode-also\" data-title=\"Read also\" data-right>\n\t\t<a href=\"https:\/\/prm.ua\/en\/ukraine-will-receive-large-financial-assistance-for-energy-restoration\/\">Ukraine will receive large financial assistance for energy restoration<\/a>\n\t<\/aside>\n<br \/>\nThe average power consumption of an elevator ranges from 6 to 10 kW, while older Soviet-era models can require up to 40 kW at startup. But I emphasize that this is a situational example, and we calculate an average of 6-10 kW.<br \/>\nIn addition, water supply and heating pumps require approximately 30 to 40 kW in total, and that does not include electricity for the apartments. not including electricity for the apartments.\u201d<br \/>\nThus, with modern equipment, a capacity of 50 kW per section of a 16-story building would be sufficient. \u201dIf the building has multiple sections with a shared water and heating system, the distribution is slightly different, but it rarely exceeds 150 kW, assuming there are two elevators per section.\u201d That is, a 650 kW generator can provide autonomy for at least 4 four-section 16-story buildings.<\/p>\n<p>The cost of a 650 kW generator starts at $100,000.<\/p>\n<p>I believe it is straightforward to calculate the required power for 5- and 9-story buildings, both with and without elevators, based on the average consumption outlined above. One can also examine the price ranges for generators starting at 50 kW for 5-story buildings and larger.
