Brussels assigned a separate number to each criterion and will assess the country’s readiness for membership based on these indicators.

The documents set out the so-called closing criteria and interim criteria. The EU expects improvements in the procedures for selecting judges, a review of integrity verification mechanisms in the Supreme Court and other higher courts, as well as an expansion of the composition of the commission for selecting members of the HQCJ with the involvement of independent international experts.

Brussels also insists on a more transparent procedure for appointing and dismissing the Prosecutor General, reducing the staff shortage in the courts, reforming the bar and the legal education system.
