At the same time, in 2025, the rate of net departure across the western border decreased by 34% compared to 2024.<\/strong><\/p>\n<p> This <a href=\"https:\/\/www.facebook.com\/100064696806279\/posts\/1382344777265403\/?rdid=AWKNO6C6SpeeFYqV\" rel=\"nofollow noopener\" target=\"_blank\">is reported by<\/a> the &#8220;Center for Economic Strategy&#8221;.<\/p>\n<p> According to the study, &#8220;net&#8221; departures in 2025 decreased from 460 thousand to 300 thousand people. The vast majority of refugees are adult women 40% and children 30%. The largest number of Ukrainians is in Germany 28% and Poland 23%.<\/p>\n<p> Within the framework of the fifth wave of the study, analysts assessed possible scenarios for the further stay of Ukrainians abroad. According to various forecasts, from 2.1 to 3 million people may remain outside Ukraine, which is 300-400 thousand more than previously estimated. This could cost the economy from 2.3% to 10.1% of GDP each year, depending on the methodology and comparison base.<\/p>\n<p> Separately, the net outflow of men aged 18\u201322 was recorded in August\u2013November 2025 at the level of almost 100 thousand people. This is almost every seventh man of the corresponding age and a third of the migration losses in 2025.<\/p>\n<p> According to the survey results, 43% of refugees plan to return to Ukraine soon or definitely. At the same time, about 20% are undecided about their plans.<\/p>\n<p> The study notes that the main obstacle to return is security, as refugees cite. Among the factors that could encourage them to return, they point to the end of the war, improved living standards, infrastructure reconstruction, strengthening the rule of law and the fight against corruption, and Ukraine&#8217;s accession to the EU or NATO.<\/p>\n<p> Analysts recommend to stimulate returns:<\/p>\n<ul><\/p>\n<li> cooperate with EU countries on return mechanisms after the abolition of temporary protection;<\/li>\n<p><\/p>\n<li> support affected regions and develop public-private partnerships for reconstruction;<\/li>\n<p><\/p>\n<li> create special return and reintegration programs for young people;<\/li>\n<p><\/p>\n<li> simplify the recognition of education and professional experience acquired abroad;<\/li>\n<p><\/p>\n<li> to ensure Ukrainians freedom of movement and choice of residence within the EU on equal terms with EU citizens.<\/li>\n<p><\/ul>\n<p> By the way, <a href=\"https:\/\/prm.ua\/nimechchyna-anonsuvala-zhorstkishi-umovy-vyplat-dlia-ukrainskykh-bizhentsiv\/\">the German government is preparing a reform of social assistance for Ukrainian refugees<\/a> : those who arrived after April 1, 2025, will no longer receive B\u00fcrgergeld, but will switch to payments under the Asylum Seeker Benefits Act (Asylbewerberleistungsgesetz).<\/p>\n<p> At the same time, the UK stated that <a href=\"https:\/\/prm.ua\/ukrainski-bizhentsi-u-velykiy-brytanii-maiut-povernutysia-dodomu-pislia-zavershennia-viyny-detali-umov-nadannia-prytulku\/\">the Ukrainian resettlement program was created as a temporary mechanism and provides for the return of citizens after the end of the war<\/a> .
