After a series of Russian attacks, Ukraine\u2019s power system lost more than two-thirds of its capacity, leaving less than 10 GW of its pre-war 32 GW in operation. Meanwhile, bureaucratic chaos is hampering cities\u2019 resilience to the upcoming challenges of the heating season.<\/strong><\/p>\n
