Experts, including former heads of energy ministries, consider the proposed measures effective, but emphasize that their implementation requires clear coordination between different branches of government.<\/p>\n<p> However, the capital&#8217;s successful preparation for winter challenges is impossible without coordinated work between central and local authorities. Yemets explained that the city is unable to independently implement energy projects due to bureaucratic obstacles and a significant budget deficit.<\/p>\n<p> &#8220;The current legislative framework simply does not allow this to be done in time during this period. We need to change the laws and, accordingly, the regulations of the Cabinet of Ministers, we also need to change the by-laws,&#8221; the Kyiv City Council deputy emphasized. According to him, the procedures for holding land tenders and putting facilities into operation take years, which the city does not have.<\/p>\n<p> At the same time, Yemets noted, Kyiv&#8217;s survival plan requires the installation of solar stations, powerful batteries, and new boiler houses. The city budget should allocate more than 20 billion hryvnias for these needs, but about 40 billion more must be raised from outside. According to Prime Minister Yulia Svyrydenko, in 2025 alone, Russian aggression caused Ukraine losses of 64 billion dollars. The housing sector, transport and logistics infrastructure, and energy suffered the greatest damage.<\/p>\n<p> At the same time, Energy Minister Denys Shmyhal said that the need for restoration and modernization of the energy sector for the next ten years is $90.6 billion. Compared to the previous estimate, this amount has increased by 34%.
