In Russia, films are increasingly being pulled from distribution or banned from screening without official explanation. Such decisions are made due to complaints from civil society activists, interference by law enforcement agencies, or inconsistency with war rhetoric.<\/strong><\/p>\n

This was reported by<\/a> the Foreign Intelligence Service of Ukraine.<\/p>\n

It is noted that the Russian film industry has actually begun to imitate the Soviet system of so-called “shelf” cinema. At the same time, the current system of restrictions operates without clear rules and formal explanations, and intervention mechanisms are not provided for by law.<\/p>\n

In particular, the film “Wind” by director Sergei Chliyanets, which was awarded the best Russian film of 2025 by the White Elephant Award, was not allowed to enter the Mayak festival. This happened after a curator from the law enforcement agency became familiar with its content.<\/p>\n

The film “Fairy Tale” by director Alexander Sokurov also failed to receive a distribution certificate without official explanations. At the same time, the Yakut film “Aita” by Stepan Burnashev lost its distribution permit with the wording “demonstration of national inequality”, despite the fact that the film repaid its budget 10 times.<\/p>\n

Even having a distribution certificate does not guarantee the screening of films. For example, the film “Nuucci” by director Vladimir Munkuev was not released after public accusations of “Russophobia.”<\/p>\n

The report notes that some well-known Russian filmmakers have effectively stopped receiving work, although there are no official bans on them. This includes directors Boris Khlebnikov and Natalia Meshchaninova.<\/p>\n

At the same time, the issue of strengthening control over cinema has also begun to be discussed within the Russian cultural environment. During a roundtable discussion in the Russian State Duma, director Alexei German Jr. stated the need for clear rules regarding what topics are allowed to be covered in films.<\/p>\n

“I asked at least to explain the rules: what can be filmed and what cannot,” said Oleksiy Herman Jr.<\/p>\n

Some participants in the discussion also suggested a return to the Soviet model of censorship with a formalized control system. The report notes that under increasing pressure, independent cinema in Russia has virtually disappeared, and most projects are either vetted by security forces at the production stage or are not released after completion.<\/p>\n
