The Supreme Court of Ukraine has for the first time recognized the fact of a de facto marital relationship between two men \u2014 First Secretary of the Embassy of Ukraine in Israel Zoryan Kis and public activist Timur Levchuk. The court rejected the cassation appeal of the NGO “All Together!” and upheld the decision of the Desnyanskyi District Court of Kyiv, confirming that the couple can be considered a family.<\/strong><\/p>\n

Zoryan Kis and Timur Levchuk have been living together since 2015, share a common home and budget, and take care of each other. In 2021, they officially married in the United States.<\/p>\n

In June 2024, Zoryan Kis, appointed First Secretary of the Embassy of Ukraine in Israel, tried to travel to work with his partner as a family member, but the Ministry of Foreign Affairs refused, citing the definition of marriage in Ukrainian law as the union of a man and a woman. This became the basis for going to court.<\/p>\n

In June 2025, the Desnyanskyi District Court of Kyiv recognized the couple as a de facto family. After that, the NGO “All Together!” filed a cassation appeal with the Supreme Court of Ukraine, citing concerns about the provisions of its own statute regarding “preventing the legalization of same-sex marriages and partnerships.”<\/p>\n

The Supreme Court dismissed the appeal, stating that a decision cannot be appealed by a party who did not participate in the case, and that cassation appeals cannot be filed by those who are not directly affected by the court’s decision. Thus, the lower court’s decision remained in force, confirming the de facto marital relationship between the men without official legalization.<\/p>\n

“What does this mean for all of us? This is a colossal precedent. No homophobic or conservative organization will be able to use the courts as a tool to persecute or overturn decisions in favor of LGBTI+ people, under the guise of “public morality.” The state has protected the boundaries of private life,” the Insight public organization reported.<\/p>\n

Zoryan Kis was born in Lviv. His father, Roman Kis, was a famous cultural scientist, philosopher, and poet. He died in 2020 and is buried at the Lychakiv Cemetery.<\/p>\n
