The document remains a legal means of payment and identification, as long as the photo is up-to-date.

During martial law, the State Migration Service allowed holders of old-style passports to update their photos without any consequences for the document. The validity of the passport is extended until the end of the war and for another month after its official end.

“This decision was made to simplify the lives of citizens who are in a combat zone or do not have quick access to service centers,” the service explained.

However, the lack of a current photo can complicate everyday procedures. In particular, passport holders may face difficulties when:

opening bank accounts or renewing cards;

processing consumer or mortgage loans;

contacting a notary to register an inheritance or powers of attorney;

registration or dissolution of marriage;

receiving social assistance and pension payments.

After the end of martial law, the non-compliance of the photo with the requirements of the law will become a basis for fines. The first violation may be limited to a warning, repeated within a year will entail a fine from 17 to 51 hryvnias . The main consequence of the violation remains the possibility of declaring the passport invalid and the need for mandatory replacement with an ID card.

By the way, from January 1, 2026, the cost of issuing a passport for a citizen of Ukraine in the form of an ID card, international passport, and temporary and permanent residence permits has increased .

Also follow “Pryamim” on Facebook , X , Telegram , and Instagram.

In Ukraine, holders of old-style passports — blue books from 1994 — are required to update their photos when they reach the ages of 25 and 45.
