Ukraine has not fulfilled one of its obligations under the Ukraine Facility program \u2014 a National Money Laundering and Terrorist Financing Risk Assessment (NLAR) has not been conducted.<\/strong><\/p>\n

This is stated<\/a> in a certificate that was obtained by ZN.UA and was provided by a government source.<\/p>\n

The document notes that the implementation of the NRA does not depend on legislative changes and is entirely entrusted to the State Financial Monitoring Service. Therefore, the failure of this task is explained by the low executive discipline and responsibility of the service’s management.<\/p>\n

According to international FATF standards and Ukrainian legislation, such an assessment should be conducted at least once every three years. Previously, it was carried out in 2016, 2019, and 2022. At the same time, no NRA was conducted in 2025, although the deadline expired in December. There is also no information about this on the website of the State Financial Monitoring Service of Ukraine.<\/p>\n

Failure to fulfill this obligation is a violation of international FATF recommendations, Ukrainian legislation, and government documents adopted within the framework of cooperation with the EU.<\/p>\n

It is estimated that this could lead to a negative conclusion from the European Commission and a reduction in funding for the fourth quarter of 2025 by more than 137 million euros.<\/p>\n

In general, failure to meet the terms of the plan within the Ukraine Facility creates the risk of losing part of the \u20ac50 billion in EU assistance until 2027. This, in turn, could affect economic stability, slow down infrastructure recovery, and weaken the trust of international partners.<\/p>\n

As reported, the Financial Monitoring Service is slowing down the investigation into the Midas corruption case<\/a> , ignoring the requests of the National Anti-Corruption Bureau, according to a ZN.ua article.<\/p>\n
