The Security Service of Ukraine reported suspicions to the commander of the Russian artillery brigade over the shelling of residential areas in Pokrovsk.<\/strong><\/p>\n

The Main Directorate of the SBU in Donetsk and Luhansk regions reported suspicions to Colonel Anatoly Lapandin, commander of the 439th Rocket Artillery Brigade of the Russian Armed Forces, on March 12, 2026. He is accused of violating the laws and customs of war, which caused the death of civilians, reports the project \u201cBook of Executioners of the Ukrainian People.\u201d<\/p>\n

In February 2023, under the leadership of Lapandin, the brigade struck the Sonyachny and Shakhtarsky neighborhoods in Pokrovsk with high-explosive fragmentation shells. The shells hit the roof of a five-story residential building and next to Lyceum No. 2. As a result of the shelling, six apartment buildings and an educational institution were damaged, the two upper floors of one building were completely destroyed, and 58 apartments were declared uninhabitable.<\/p>\n

Three civilians, including an elderly couple, were killed in the shelling. Another 11 people, including young people and pensioners, were injured to varying degrees. The injuries included traumatic brain injuries, mine blast injuries, and shrapnel wounds.<\/p>\n

According to the investigation, Lapandin was personally responsible for planning the strikes, distributing ammunition, and coordinating the brigade’s units during the shelling. His actions violate the norms of the 1907 Hague Convention, the 1949 Geneva Convention, and Additional Protocol I of 1977, which prohibit targeted attacks on civilians.<\/p>\n

The suspect was charged under Part 2 of Article 438 of the Criminal Code of Ukraine – violation of the laws and customs of war, combined with premeditated murder.<\/p>\n

As a reminder, the Trostyanets District Court of Sumy Oblast sentenced a Russian soldier who, during the occupation of the village of Boromlya, simulated the execution of a civilian woman, the mother of a Ukrainian soldier.<\/a><\/p>\n

As reported, on January 23, the Main Investigation Department of the National Police of Ukraine reported suspicions of a Russian military man who tried to shoot a civilian man in Bucha in 2022.<\/a><\/p>\n
