Its adoption was announced by parliamentarians <span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">Yaroslav Zheleznyak<\/span><\/span> and <span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">Sofia Fedina<\/span><\/span> .<\/p>\n<p><\/p>\n<p data-start=\"449\" data-end=\"614\"> The law is intended to regulate the situation where building managers, housing cooperatives, or homeowners&#8217; associations (HOAs) continued to charge rent even for housing that was destroyed or unfit for habitation.<\/p>\n<p><\/p>\n<p data-start=\"616\" data-end=\"882\"> Now, owners will be exempt from paying for apartment building management services if the property is damaged or destroyed and not actually in use. This applies to individual apartments, non-residential premises, and common areas.<\/p>\n<p><\/p>\n<p data-start=\"884\" data-end=\"1048\"> Special commissions will determine the extent of damage or destruction after an inspection. They will establish the date of damage and restoration, which will serve as the basis for: <\/p>\n<ul data-start=\"1050\" data-end=\"1326\"><\/p>\n<li data-section-id=\"1yuvg7j\" data-start=\"1050\" data-end=\"1112\"> suspension or resumption of utility bills;<\/li>\n<p><\/p>\n<li data-section-id=\"10dlvc6\" data-start=\"1113\" data-end=\"1169\"> recalculation or adjustment of the cost of housing services;<\/li>\n<p><\/p>\n<li data-section-id=\"ujfd7l\" data-start=\"1170\" data-end=\"1253\"> complete cancellation of charges for destroyed property that cannot be restored;<\/li>\n<p><\/p>\n<li data-section-id=\"hh0iek\" data-start=\"1254\" data-end=\"1326\"> suspension of payment of property tax (except for land).<\/li>\n<p><\/ul>\n<p><\/p>\n<p data-start=\"1328\" data-end=\"1435\" data-is-last-node=\"\" data-is-only-node=\"\"> The new rules are expected to remain in effect during martial law and for one year after it ends.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Verkhovna Rada of Ukraine adopted bill No. 13155, which provides for exemption of owners of destroyed or damaged housing from payment of a portion of housing and communal services. 308 members of parliament voted in favor of the document.
