Russia is building infrastructure on a large scale in the occupied territories of Ukraine, integrating them into its economy and providing war logistics.<\/strong><\/p>\n

These are occupied parts of Donetsk, Luhansk, Zaporizhia and Kherson regions. According to the investigation, the Russian Federation is implementing a multi-year program of building roads, railways, ports and industrial facilities.<\/p>\n

Analysis of satellite images showed that from 2022 to 2025, the occupiers built or modernized more than 2,500 km of roads and railways.<\/p>\n

<\/p>\n

The main goals of these projects are to ensure military logistics and integrate the captured territories into the Russian economy.<\/p>\n

<\/p>\n

In particular, Russia is building a new railway line over 500 km long, which is to connect Donbas, southern Ukraine, Crimea and Russian regions. According to Ukrainian intelligence, it will be used to transport equipment, fuel and troops.<\/p>\n

In parallel, the so-called “Azov Ring” is being created – a highway about 1,400 km long, which is supposed to connect Rostov-on-Don, Mariupol, the occupied regions of the Zaporizhia region, and Crimea.<\/p>\n

<\/p>\n

The occupiers are also actively using the captured ports of Mariupol and Berdyansk. They are already exporting grain, coal, and other resources to Turkey, Egypt, the UAE, India, and Indonesia.<\/p>\n

In addition, the Russian Federation is selling Ukrainian mines, deposits, and lands through state auctions. In particular, a gold deposit in the Luhansk region was estimated at approximately $260 million.<\/p>\n

According to Reuters, Russia plans to spend $11.8 billion on the development of the occupied territories in 2024-2026.<\/p>\n

Analysts note that such investments indicate the Kremlin’s intention to consolidate control over the captured territories and make the occupation long-term.<\/p>\n

<\/p>\n

Ukrainian President Volodymyr Zelenskyy emphasized that these projects are primarily of military and propaganda significance. <\/p>\n
