The document provides for the creation of a special fund in the budget to which these funds will be allocated.<\/strong><\/p>\n<p> Economic and political expert Pavlo Rozenko <a href=\"https:\/\/www.youtube.com\/watch?v=Uk8-ERSin8Y\" rel=\"nofollow noopener\" target=\"_blank\">noted<\/a> on the air of &#8220;Pryamoy&#8221; that this step was part of the agreements with the IMF to obtain financing.<\/p>\n<p> According to him, the law initially did not cause controversy, but the opposition insisted on changing the mechanism for distributing the money. Previously, military levy funds were dissolved in the general budget and could be spent on purposes not related to defense.<\/p>\n<p> &#8220;There was a problem with this law. It is that today it is called a military levy, but in reality all these funds did not go specifically to the military or to the Armed Forces of Ukraine. They flowed into the state budget of Ukraine and were spread widely. Now the tax should be used exclusively for the combat capability of the army, which will help avoid spending on populist programs at a time when the country must prepare for constant threats from an aggressive neighbor, &#8211; explains Pavlo Rozenko.<\/p>\n<p> On the eve of the meeting, President of Ukraine Volodymyr <a href=\"https:\/\/prm.ua\/zelenskyy-pidpysav-zakon-pro-prodovzhennia-viyskovoho-zboru\/\">Zelensky signed a law that extends the military levy<\/a> for another three years after the end of martial law. The document stipulates that the military levy will continue to be collected at the current rates for three years after the year in which martial law is abolished or terminated. The proceeds will be directed to a special fund of the state budget and will be used for the needs of the Defense Forces.<\/p>\n<p> It should be noted that on the eve of the vote on the relevant bill, the fifth President Petro Poroshenko emphasized that the funds from the military levy, as well as military OVDP, should go <a href=\"https:\/\/prm.ua\/petro-poroshenko-koshty-viyskovoho-zboru-i-viyskovykh-ovdp-maiut-yty-vykliuchno-na-finansuvannia-armii\/\">exclusively to finance the Armed Forces of Ukraine, and not to populist ideas<\/a> .
