People’s Deputy from the European Solidarity faction Nina Yuzhanina reported during a briefing that the issues of financial support for the Armed Forces of Ukraine are regulated manually through resolutions of the Cabinet of Ministers, and indexation has not been carried out since 2022.<\/strong><\/p>\n

She said that bills 15177 and 15138-1, registered by Eurosolidarity deputies, allow for an increase in payments to Ukrainian defenders this year and provide a legal source for such indexation in 2027.<\/span><\/p>\n

“Payments are regulated exclusively by resolutions of the Cabinet of Ministers, and thus we have a complex system of calculating cash benefits. It looks like manual regulation, opaque and not at all tied to the real annual inflation rate. We must continue to work so that from the second half of this year, a provision appears in the State Budget for 2026 to increase cash benefits at the expense of a special fund, where military levies will be directed,” the deputy believes.<\/span><\/p>\n

Military duty is paid by citizens who identify military duty exclusively with expenses for the Armed Forces of Ukraine, Yuzhanina emphasized.<\/span><\/p>\n

\u201cThe next changes, in addition to the State Budget for this year, should concern budget planning from January 1, 2027. The special fund should be aimed exclusively at the annual indexation of payments of military allowances. We will help the authorities to carry out indexation, because they say that there is no guaranteed source of funding, there is no stable mechanism for conducting annual indexation. That is why we proposed it. While the authorities say that they will not forget the military, we will make sure that there really is a legal source for indexing the allowances, so that these are the norms of the law,\u201d Yuzhanina noted.<\/span><\/p>\n\t

She stated that the growth of payroll funds is constantly occurring in both law enforcement agencies and civilian ministries. For example, in the Ministry of Energy, the increase in payroll expenses since 2023 is 160%, in the Ministry of Development – 122%. And only in the Ministry of Defense is a decrease in the payroll fund recorded – 94%.<\/span><\/p>\n

\u201cWe must eliminate this injustice. And there is another injustice. We have indicated this in our projects. We must force the authorities to reconsider the distribution of military PDFU. So that when preparing the law on the State Budget for next year, at least 20% of military PDFU would be provided for brigades. If they had additional funds in the budget, it would be a completely different situation,\u201d Nina Yuzhanina is convinced.<\/span><\/p>\n
