Others say we want to join, but we will take a decisive step when we have a clear idea of the budget,&#8221; Berce explained. That is why, he added, the Council of Europe needs &#8220;a clearly defined budget for the next stages&#8221; as soon as possible.<\/p>\n<p> According to Secretary General Alain Berset, the upcoming ministerial conference in Chisinau on April 14-15, where this issue will be discussed substantively for the first time, should be crucial in terms of budget filling. At the same time, the Council of Europe itself cannot influence the budget in any way.<\/p>\n\t\t<aside class=\"shortcode-also\" data-title=\"Read also\" >\n\t\t<a href=\"https:\/\/prm.ua\/en\/the-eu-has-allocated-the-first-e10-million-to-launch-a-special-tribunal-into-russian-crimes\/\">The EU has allocated the first \u20ac10 million to launch a special tribunal into Russian crimes<\/a>\n\t<\/aside>\n\n<p> &#8220;We do not have the ability to determine the budget of the tribunal. We are ready. We are not slowing down, on the contrary. But we really need commitments from states &#8211; with the budget, resources, finances necessary to implement these steps,&#8221; Berse noted.<\/p>\n<p> He also recalled that in parallel, a so-called &#8220;advance team&#8221; is already working to prepare the foundation for the functioning of the tribunal. This work is financed by a voluntary contribution from the European Union.
