The initiative is intended to regulate the provision of military transport and reduce dependence on volunteer supplies.<\/strong><\/p>\n<p> This is stated in the texts of draft laws <a href=\"https:\/\/itd.rada.gov.ua\/billinfo\/Bills\/Card\/69930\" rel=\"nofollow noopener\" target=\"_blank\">No. 15194<\/a> and <a href=\"https:\/\/itd.rada.gov.ua\/billinfo\/Bills\/Card\/69931\" rel=\"nofollow noopener\" target=\"_blank\">No. 15195<\/a> .<\/p>\n<p> Since the beginning of the full-scale invasion, the procedure for importing cars into Ukraine has changed several times. From April to July 2022, &#8220;zero customs clearance&#8221; was in effect, but a significant part of the military was unable to take advantage of this opportunity due to their time at the front. After the cancellation of benefits, the main mechanism became the import of cars as humanitarian aid through volunteer organizations.<\/p>\n<p> According to estimates, the monthly need of the Ukrainian Defense Forces for transport exceeds 3,000 units, and it is difficult to provide it solely through volunteer supplies.<\/p>\n<p> The Verkhovna Rada has registered draft laws No. 15194 and No. 15195, which provide for the right of servicemen to personal duty-free import of cars. This applies to active servicemen, in particular those mobilized after February 24, 2022, and contract servicemen.<\/p>\n<p> According to the initiative, the military will be able to import vehicles without paying import duty, value added tax, and excise tax. The list of permitted vehicles includes:<\/p>\n<ul><\/p>\n<li> passenger cars and their bodies;<\/li>\n<p><\/p>\n<li> trucks;<\/li>\n<p><\/p>\n<li> motorcycles;<\/li>\n<p><\/p>\n<li> trailers and semi-trailers.<\/li>\n<p><\/ul>\n<p> It is assumed that car registration can be carried out both personally and through authorized persons.<\/p>\n<p> At the same time, the draft laws establish restrictions to prevent commercial use of the benefit. In particular, only one vehicle per serviceman is allowed to be imported. There is also a ban on the alienation of a car for 3 years from the date of its state registration.<\/p>\n<p> It is separately determined that the benefit will not apply to vehicles that are subject to transport tax. These are vehicles under 5 years old and costing more than 375 minimum wages. Such vehicles are included in the list published annually by the Ministry of Economy of Ukraine.<\/p>\n<p> In addition, the import of vehicles from an aggressor state, an occupying state, or temporarily occupied territories of Ukraine is prohibited.<\/p>\n<p> Currently, cars for the military are mostly registered as humanitarian aid or imported with payment of all customs duties. The proposed model involves the transfer of transport to the private property of the serviceman with established restrictions.<\/p>\n<p> It was previously reported that <a href=\"https:\/\/prm.ua\/v-ukraini-skasuiut-pilhu-na-vvezennia-deiakykh-avto-koly-pochnut-diiaty-zminy\/\">the preferential regime for the import of electric vehicles in Ukraine ceased to apply from January 1, 2026.<\/a> After that, the import of such cars will be carried out with the mandatory payment of value-added tax and customs duties.<\/p>\n<p> Recall that <a href=\"https:\/\/prm.ua\/yes-vidmovyvsia-vid-planiv-povnistiu-zaboronyty-prodazh-avto-z-dvz-iz-2035-roku\/\">the European Union no longer plans to introduce a complete ban on the sale of new cars<\/a> with internal combustion engines from 2035.<\/p>\n<p> Also follow <strong>\u201cPryamim\u201d<\/strong> on <a href=\"https:\/\/www.facebook.com\/pryamiy\/\" target=\"_blank\" rel=\"nofollow noopener\">Facebook<\/a> , <a href=\"https:\/\/x.com\/prm_ua\" target=\"_blank\" rel=\"nofollow noopener\">X<\/a> , <a href=\"https:\/\/t.me\/+rtV4dxYu2_cyNjVi\" target=\"_blank\" rel=\"noopener nofollow\">Telegram<\/a> , and <a href=\"https:\/\/www.instagram.com\/pryamiy\/\" target=\"_blank\" rel=\"nofollow noopener\">Instagram.<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Draft laws have been registered in Ukraine that would grant military personnel the right to import vehicles into private ownership duty-free.
