The International Monetary Fund is insisting that Ukraine introduce a value-added tax on parcels from abroad worth up to 150 euros.<\/strong><\/p>\n

This issue became one of the main conditions for reviewing the $8.1 billion funding program, which was scheduled for June 2026. If the law is not passed, Ukraine may not receive the next review of the program. <\/p>\n

At the same time, financial assistance from the European Union is also at risk, as EU support often directly depends on cooperation with the IMF.<\/p>\n

<\/p>\n

Currently, parcels with goods up to 150 euros are not taxed in Ukraine. The Fund proposes to introduce a value-added tax on these items.<\/p>\n

<\/p>\n

The Ministry of Finance has estimated that this could bring the budget about 10 billion hryvnias annually. At the same time, they want to leave ordinary non-commercial parcels up to 45 euros tax-free.<\/p>\n

<\/p>\n

The new rules may not come into effect until 2027.<\/p>\n

<\/p>\n

The bill has already been registered in the Verkhovna Rada, but it does not yet have sufficient support among deputies. Many consider this idea unpopular, as it will directly affect the spending of Ukrainians on purchases from international marketplaces.<\/p>\n

<\/p>\n

Prime Minister Yulia Svirydenko, after talks with the IMF in Washington, said that the government is looking for options to meet the Fund’s requirements without putting undue pressure on people. There is no final decision on the new tax yet.<\/p>\n

As previously reported, the Ministry of Finance of Ukraine has published a large-scale tax bill that provides for changes for individual entrepreneurs, digital platforms, and international parcels.<\/a><\/p>\n
