It allows you to move from temporary protection status to an official residence permit in Poland.

You can get such a card:

citizens of Ukraine who arrived in Poland after February 23, 2022 due to the war

some members of their families

children born in Poland after February 23, 2022

To obtain a certificate, several conditions must be met. The person must have a valid PESEL UKR at the time of application, and also have this status as of June 4, 2025. In addition, the UKR status must be maintained continuously for at least 365 days.

After obtaining a CUKR, a person will be able to work officially without additional permission, open their own business in Poland and travel to the Schengen area for up to 90 days within a 180-day period. This period of residence will also count towards the subsequent acquisition of the status of a long-term EU resident.

Applications will only be accepted online through the MOS portal from May 4, 2026 to March 4, 2027.

To do this you need:

create a new account in the MOS system

fill out an electronic application

add photos, payment confirmation and other documents

sign the application with an electronic signature

The registration is not free: you need to pay PLN 340 in stamp duty and another PLN 100 for the certificate itself.

At the same time, after receiving the CUKR, the UKR status will automatically change, and the person will lose some of the benefits, including free accommodation and meals in collective accommodation centers.

That is why experts advise not everyone to rush into registration. For pensioners, people with disabilities, and those living in special shelters, switching to CUKR may be unprofitable.

Experts emphasize: CUKR is not a separate path to citizenship, but only a simplified version of legal residence in Poland for three years.
