On April 30, the Verkhovna Rada, in its second reading and as a whole, approved the ratification of the Convention on the Establishment of an International Compensation Commission for Ukraine.<\/strong><\/p>\n

This was reported by the press service<\/a> of the Verkhovna Rada.<\/p>\n

Ratification of the Convention is an element of creating a comprehensive international legal mechanism for compensation for damage caused on the territory of Ukraine within its internationally recognized state border, including airspace, internal waters and territorial sea, as a result of armed aggression by Russia.<\/p>\n

The Convention regulates the establishment and functioning of the International Compensation Commission for Ukraine as the second component of the international compensation mechanism for compensation for damages, losses and damage caused by Russia’s aggression against Ukraine, to all interested individuals and legal entities, as well as to the state of Ukraine, including its regional and local authorities, state or controlled institutions from February 24, 2022 or later.<\/p>\n

The Convention is promising in nature, as it regulates both existing procedures and lays the foundation for the further development of the international compensation mechanism. In particular, the creation of a compensation fund.<\/p>\n

The International Compensation Commission for Ukraine is being established as an independent body within the institutional framework of the Council of Europe and will consider complaints from legal entities and individuals.<\/p>\n

As of February 19, 2026, the Convention has been signed by 35 states, including Ukraine, as well as the European Union, and it will enter into force after certain financial and political conditions are met.<\/p>\n

Ukrainians can already submit applications for damage compensation through the International Registry, which has been operating since April 2024. There is also a national Registry of Damaged Property.<\/p>\n

As a reminder, earlier, the head of the Swedish Foreign Ministry, Maria Malmer Stenergard, reported that Stockholm had joined the agreement on the Special Tribunal to investigate the crime of aggression against Ukraine.<\/a><\/p>\n

As reported, during an informal meeting of the EU Council of Foreign Ministers in Kyiv , Germany, the United Kingdom, and Moldova announced their accession to the agreement on the establishment of a Special Tribunal to investigate the crime of aggression against Ukraine.<\/a><\/p>\n
