The statements were made during the annual meeting of the Council of Europe&#8217;s Foreign Ministers in Chisinau.<\/strong><\/p>\n<p> This <a href=\"https:\/\/t.me\/ruslan_kravchenko_ua\/920\" rel=\"nofollow\" target=\"_blank\">was announced by<\/a> the Prosecutor General of Ukraine Ruslan Kravchenko.<\/p>\n<p> According to him, this indicates that the full launch of the work of the Special Tribunal for the crime of aggression against Ukraine is approaching.<\/p>\n<p> &#8220;Russia&#8217;s international crimes against Ukraine, which have specific names and dates, will also have sentences at the level of the highest military-political leadership of the aggressor country,&#8221; Kravchenko said.<\/p>\n<p> He added that practical work on establishing the tribunal began in 2023, when the International Center for the Prosecution of the Crime of Aggression against Ukraine began operating at Eurojust in The Hague. The evidence base is being formed there, coordination between prosecutors is underway, and materials are being prepared for the future Office of the Prosecutor of the Tribunal.<\/p>\n<p> The next stage was the legal formalization of the establishment of the tribunal. On June 25, 2025, President Volodymyr Zelensky and the Secretary General of the Council of Europe signed an agreement on the establishment of the Tribunal. On July 15, 2025, the Verkhovna Rada ratified the document.<\/p>\n<p> Currently, the states that have declared their accession to the agreement must complete their national ratification procedures. After that, the Tribunal will have a full international basis for its work.<\/p>\n<p> The initial phase of the Tribunal&#8217;s work will take place in The Hague, Netherlands.<\/p>\n<p> According to Kravchenko, the next steps will be:<\/p>\n<ul><\/p>\n<li> formation of a steering committee;<\/li>\n<p><\/p>\n<li> the work of the preparatory team;<\/li>\n<p><\/p>\n<li> definition of the premises;<\/li>\n<p><\/p>\n<li> selection of judges;<\/li>\n<p><\/p>\n<li> appointment of prosecutors and staff;<\/li>\n<p><\/p>\n<li> approval of procedures;<\/li>\n<p><\/p>\n<li> securing financing.<\/li>\n<p><\/ul>\n<p> &#8220;The tribunal is moving from the plane of a political decision to the plane of a real launch,&#8221; said Ruslan Kravchenko.<\/p>\n<p> He also announced that the Tribunal will investigate and try individuals who bore personal responsibility for the decision to commit aggression against Ukraine.<\/p>\n<p> &#8220;Positions, immunities, borders are not an obstacle. Consideration of cases is possible in absentia,&#8221; the Prosecutor General noted.<\/p>\n<p> According to the Prosecutor General&#8217;s Office, law enforcement agencies are documenting and investigating more than 256,000 international crimes committed by Russia against Ukraine.
