What does this mean, and what are the pitfalls?<\/strong><\/p>\n<p>The governments of the United States and Ukraine have prepared a memorandum outlining the terms of a potential new defense agreement between the countries.<\/p>\n<p>According to CBC News, the project, agreed upon by the US State Department and Ukrainian Ambassador to the US, Olga Stefanishyna, is the first step towards a defense agreement that will allow Ukraine to export military technology to the US and produce drones in joint ventures with American companies.<\/p>\n<p>This is truly a victory for Ukraine and a personal victory for our ambassador, Olga Stefanishinoi, given Trump&#8217;s statements, which were quite critical of our military-industrial complex. Just to clarify: this document has been lying around since the summer of 2024. And only thanks to what has been happening on the front in recent months has the US begun to change its position. And not just change, but the Pentagon sent its specialists to us to study new practices of warfare, as stated by the clearly not pro-Ukrainian head of the Pentagon.<\/p>\n<p>It is also worth noting that the US has adopted the Drone Dominance Program, which establishes new, strict rules for the construction of drones. According to this program, in short, within the next few years, the US should completely (!) get rid of its dependence on China. Moreover, as Oleksandr Kopyl notes, &#8220;The program is designed so that for the US, quantity, unit price, and production rate become more important than the elegance of the technical solution.&#8221;<\/p>\n\t\t<aside class=\"shortcode-also\" data-title=\"Read also\" >\n\t\t<a href=\"https:\/\/prm.ua\/en\/the-real-denazification-how-the-ukrainian-nation-is-slowly-being-liquidated-by-the-hands-of-the-west\/\">The real \u201cdenazification\u201d: how the Ukrainian nation is slowly being liquidated by the hands of the West<\/a>\n\t<\/aside>\n\n<p>So, in short, Ukraine now has a fairly short window to join this program, because we already have engineering solutions tested in real combat. The main obstacle is that the Americans themselves are not in a hurry, although I repeat, the memorandum may open a window of opportunity for us.<\/p>\n<p>In fact, when we talk about the future of our drone military-industrial complex, we now have a number of successful joint projects with EU countries. In the US, as far as I understand, there is only one case so far. But the US market is certainly many times more interesting for our weapons manufacturers.<\/p>\n<p><em>As a reminder, Ukraine and the United States are preparing <a href=\"https:\/\/prm.ua\/ukraina-i-ssha-hotuiut-drone-deal-shcho-vidomo-pro-novu-oboronnu-uhodu\/\">a new defense agreement\u00a0<\/a><\/em><span style=\"box-sizing: border-box; margin: 0px; padding: 0px;\"><a href=\"https:\/\/prm.ua\/ukraina-i-ssha-hotuiut-drone-deal-shcho-vidomo-pro-novu-oboronnu-uhodu\/\" target=\"_blank\" rel=\"noopener\"><em>on drones<\/em><\/a><\/span><em>, which could become one of the key areas of cooperation between the countries. This is the so-called Drone Deal\u2014a large-scale agreement on the joint production of drones, the development of military technologies, and the export of Ukrainian defense developments.<\/em><\/p>\n<p><em>According to sources, Kyiv and Washington have already prepared a memorandum outlining the main terms of future cooperation.
