Russian Foreign Minister Sergei Lavrov told foreign journalists that Russia allegedly “does not want to cause excessive harm” to Ukraine and “is not using all available means” in the war.<\/strong><\/p>\n

The CPD emphasized that such statements are aimed exclusively at a foreign audience and are intended to create a fake image of a “merciful” Russia.<\/p>\n

The Center called Lavrov’s words an outright lie and reminded of the scale of the destruction of Ukrainian cities. <\/p>\n

In particular, the report mentions Bakhmut, Avdiivka, Pokrovsk, Vugledar, Toretsk, and Vovchansk, which the Russian army effectively turned into ruins.<\/p>\n

The Central Population and Housing Development Office noted that the residents of the destroyed settlements saw with their own eyes the consequences of the actions of the occupiers and know well what the “Russian world” brings with it.<\/p>\n

The Center also stated that Lavrov’s words fit into the Kremlin’s traditional propaganda strategy.<\/p>\n

According to the CPR, Russia is trying to pass off the war of aggression and attacks on civilian infrastructure as “considered actions” in order to absolve itself of responsibility for war crimes against Ukraine.<\/p>\n
