At the same time, the list of citizens who are entitled to deferment or are exempt from conscription remains clearly defined by law, but the rules are gradually being updated.<\/strong><\/p>\n<p> This <a href=\"https:\/\/zakon.rada.gov.ua\/laws\/show\/3543-12#Text\" rel=\"nofollow noopener\" target=\"_blank\">is stated<\/a> in current legislation and recent government decisions regarding reservations, the work of military medical commissions, and the procedure for processing deferrals.<\/p>\n<p> In particular, reserved employees of critical enterprises, state bodies, and institutions are exempt from mobilization. An important change is that now, to be reserved, an employee must receive at least three minimum wages.<\/p>\n<p> Also not subject to conscription are persons with disabilities, citizens recognized as unfit for health reasons, parents with many children, single parents, guardians of children with disabilities or serious illnesses, as well as those who provide constant care for seriously ill relatives.<\/p>\n<p> Full-time and dual-study students, postgraduates and doctoral students are eligible for deferral, but it is only valid for the period of study. After completing their education, the right to it is lost if they do not continue their studies at the next level.<\/p>\n<p> Relatives of deceased or missing servicemen, as well as Ukrainians who have returned from captivity, are separately protected &#8211; they can be mobilized only with their own consent.<\/p>\n<p> There is also a provision exempting citizens under the age of 25 from conscription who completed a year&#8217;s contract service during martial law &#8211; a 12-month deferral period after discharge is established for them.<\/p>\n<p> The government is also continuing to reform military medical commissions to reduce errors in determining fitness for service.
