{"id":1398496,"date":"2026-05-28T10:23:48","date_gmt":"2026-05-28T07:23:48","guid":{"rendered":"https:\/\/prm.ua\/ukraine-will-receive-90-billion-euros-zelensky-submitted-a-document-to-the-rada\/"},"modified":"2026-05-28T10:23:48","modified_gmt":"2026-05-28T07:23:48","slug":"ukraine-will-receive-90-billion-euros-zelensky-submitted-a-document-to-the-rada","status":"publish","type":"post","link":"https:\/\/prm.ua\/en\/ukraine-will-receive-90-billion-euros-zelensky-submitted-a-document-to-the-rada\/","title":{"rendered":"Ukraine will receive 90 billion euros: Zelensky submitted a document to the Rada"},"content":{"rendered":"<p><strong>President of Ukraine Volodymyr Zelenskyy has submitted to the Verkhovna Rada a bill on the ratification of an agreement with the European Union, which provides for the possibility of Ukraine attracting up to 90 billion euros in financial assistance in 2026\u20132027.<\/strong><\/p>\n<p> This <a href=\"https:\/\/itd.rada.gov.ua\/billinfo\/Bills\/Card\/70108\" rel=\"nofollow noopener\" target=\"_blank\">is evidenced by<\/a> the card of bill No. 0376, registered on May 28. As noted by People&#8217;s Deputy Yaroslav Zheleznyak, the parliament may submit the document for consideration in the near future.<\/p>\n<p> If the agreement is approved, Ukraine will be able to receive a significant funding package from the EU, which is divided into defense and budget components.<\/p>\n<p> In particular, up to 28.3 billion euros are planned to be allocated to strengthening the defense-industrial complex and purchasing weapons. Another 16.7 billion euros are planned to support the state budget, social spending, and macro-financial stability.<\/p>\n<p> The budgetary part of the assistance is also divided between two mechanisms &#8211; classic macro-financial assistance and the Ukraine Facility program, created by the EU for long-term support to Ukraine.<\/p>\n<p> The disbursement of funds will depend on Ukraine&#8217;s implementation of a number of reforms. The memorandum between the parties provides for three tranches of assistance worth 3.2 billion, 3.7 billion and 1.45 billion euros.<\/p>\n<p> To receive the first tranche, Ukraine must implement a number of legislative changes, including abolishing tax breaks for international parcels and introducing taxation of digital platforms and online services.<\/p>\n<p> The package of demands also includes a reform of the simplified taxation system, including changes for individual entrepreneurs, combating business fragmentation schemes, and reviewing the conditions of work on the simplified system. Separately, it is envisaged to extend the military levy at 5% for at least another three years.<\/p>\n<p> In addition, the agreement contains commitments to large-scale modernization of the customs system, reform of public finances, and gradual approximation of Ukraine&#8217;s tax rules to European Union standards.<\/p>\n<p> As a reminder, the European Union is preparing to provide Ukraine with a loan of 90 billion euros.
