The funds will be disbursed in three tranches over two years to cover the state budget deficit.<\/strong><\/p>\n<p>To receive each of the tranches, Ukraine must fulfill certain conditions.<\/p>\n<p>It is known that 298 members of parliament voted in favor. President Volodymyr Zelenskyy submitted the agreement to the Verkhovna Rada today.<\/p>\n\t\t<aside class=\"shortcode-also\" data-title=\"Read also\" >\n\t\t<a href=\"https:\/\/prm.ua\/en\/ukraine-will-receive-assistance-from-norway-to-prepare-for-winter-details\/\">Ukraine will receive assistance from Norway to prepare for winter: details<\/a>\n\t<\/aside>\n\n<p>The ratification bill was urgently submitted to the head of state for signature.<\/p>\n<p>Danylo Hetmantsev, head of the Verkhovna Rada&#8217;s Tax Committee, called for support for the agreement. He also noted that the funds involved are European taxpayers&#8217; funds, so Ukraine must meet a number of requirements to receive them.<\/p>\n<p>The agreement includes provisions, among other things, to abolish the preferential treatment for international parcels, amend the VAT regime for sole proprietors, and adopt a new Customs Code. The agreement is valid until December 1, 2027.<\/p>\n<p>&#8220;If the Rada does not adopt all the laws stipulated by the agreement, the funds could be lost,&#8221; noted MP Yulia Sirko.<\/p>\n<p>By 2026, the total amount of subsidies will be up to \u20ac45 billion. The funds will be distributed as follows:<\/p>\n<p>\u2022 defense component \u2013 up to 28.3 billion euros. These funds will be used to purchase weapons and strengthen Ukraine\u2019s defense industrial potential;<\/p>\n<p>\u2022 budgetary part \u2013 16.7 billion euros. It will be used to ensure macro-financial stability and cover the state budget deficit;<\/p>\n<p>\u2022 the budget portion will be financed through two instruments: up to 8.35 billion euros will be provided directly as macro-financial assistance, and another up to 8.35 billion euros through the Ukraine Facility mechanism.<\/p>\n<p>The interest on these loans will be fully covered by the EU budget. Repayment of the principal is scheduled upon receipt of reparations from Russia by Ukraine.<\/p>\n<p>The first tranche, amounting to \u20ac3.2 billion, includes the adoption of bills eliminating the tax exemption on international parcels, taxing income from digital platforms, and extending the 5% military levy for another three years. This is estimated to generate at least 140 billion hryvnias in additional revenue annually.<\/p>\n<p>The second tranche \u2013 \u20ac3.7 billion \u2013 requires the adoption of relevant laws, the alignment of corporate taxation with EU directives, and the preparation of a plan to improve VAT administration.<\/p>\n<p>The third tranche, amounting to \u20ac1.45 billion, is related to the reform of the simplified tax system. This is expected to generate at least UAH 70 billion in budget revenue annually.<\/p>\n<p>In particular, the agreement provides for a number of general conditions: support for democratic institutions, the independence of the National Bank, transparent reporting, and the irreversibility of anti-corruption reforms.<\/p>\n<p>Earlier <a href=\"https:\/\/prm.ua\/ukraina-otrymaie-90-miliardiv-ievro-zelenskyy-podav-dokument-do-rady\/\">, Pryamoy reported that Ukrainian President Volodymyr Zelenskyy submitted<\/a> a bill to the Verkhovna Rada to ratify the agreement with the European Union, which provides for the possibility of Ukraine receiving up to 90 billion euros in financial assistance in 2026-2027.<\/p>\n<p>It was also <a href=\"https:\/\/prm.ua\/yes-hotuie-kredyt-dlia-ukrainy-na-90-miliardiv-ievro-koly-bude-pershyy-transh\/\">reported that the European Union is preparing<\/a> to provide Ukraine with a \u20ac90 billion loan.
