This is happening against the backdrop of a weakening of the power vertical, which is forcing deputies to seek their own subjectivity.

Oleksandr Bryhynets, a People’s Deputy of Ukraine of the seventh and eighth convocations, spoke on the air of “Pryamoy” about the unexpected transformation of the legislative body.

“Our parliament is deeply pregnant with parliamentarianism. And this is unique, because a parliament that was elected in such a single-party system, when there was a single-party majority, it seems, should not have had any signs that it was capable of working as a parliament,” the studio guest noted.

https://youtu.be/WfxBVtGf-KY?t=45

Belated dialogue: why did Zelensky meet with the opposition?

Bryhynets drew a parallel with the events of 2014, when the parliament of the Yanukovych era began to work as a real democratic institution after the Maidan. He noted that the ironic attitude towards the deputy corps does not prevent the people’s representatives from “showing character” at times when the influence of Bankova begins to waver. The politician is convinced that the trend towards the restoration of parliamentarism will continue.

At the same time, the former MP adds, the parliamentary crisis in Ukraine is caused by the loss of fear of the authorities and growing concerns about anti-corruption investigations. Bryhynets explained that deputies are no longer confident in protection from the state leadership in the event of legal problems.

“The parliament initially moves from the stage of complete obedience to the stage: “I will vote for this, because I am sure of this.” Not sure that this is a good law, but sure that NABU will not come for it – and here I will not vote,” Bryhynets reflects.

Serving Bankova’s whims: how the current government is destroying parliamentarism

According to him, previously the system relied on methods of encouragement and intimidation, but now these tools are not working. Deputies realize that following dubious instructions can lead to real prison terms, while the authorities are unable to guarantee their safety. This forces members of the monomajority to increasingly focus on public opinion and their own future after the elections, the former MP emphasized.

As a reminder, President of Ukraine Volodymyr Zelenskyy held meetings with representatives of opposition factions and groups for the first time since February 2022. The head of state did not ask to vote for specific bills, but generally emphasized the need for parliamentary unity.

The leader of the “European Solidarity” Petro Poroshenko said that such meetings may become regular in the future. “In conditions when Ukraine is waging a war for survival, dialogue with the parliament and the restoration of its subjectivity is important. There are too many challenges that can only be overcome together,” the politician added.

As is known, parliamentary activity is under threat due to an acute crisis within the deputy corps and a chronic lack of votes for decision-making. The situation is exacerbated by the lack of responsibility of a significant part of the people’s deputies. Many people ended up in the session hall for the sake of resolving financial issues or obtaining career preferences.

Also follow “Pryamim” on Facebook , X , Telegram , and Instagram.

Despite being elected under a single-party system, the Verkhovna Rada is beginning to show signs of independence.
