These changes were felt most in Ukraine, which was one of the main recipients of this assistance.

Reuters spoke to more than 40 people involved in the investigation of Russian war crimes, including law enforcement officers, lawyers, human rights activists and academics. Most said the loss of funding had forced them to scale back their work, with some projects put on hold altogether.

In particular, the Ukrainian organization Truth Hounds reduced part of its team, stopped the evidence archiving project, and postponed training for judges and prosecutors on international law.

In addition, after the reduction of support from the US State Department, dozens of foreign experts can no longer come to Ukraine to help collect and analyze evidence of Russian crimes on the battlefield.

Reuters estimates that since the start of the full-scale invasion, the US has allocated more than $283 million to projects related to the investigation of war crimes in Ukraine. At the same time, programs that accounted for at least 40% of this money have already stopped working or lost funding.

The agency’s interlocutor in the Ukrainian authorities said that the reduction in American aid will affect approximately half of all projects in the country that work to hold Russia accountable for war crimes and support the rule of law.

A Yale University program that helped track thousands of Ukrainian children taken to Russia and occupied territories is also under threat. According to project manager Nathaniel Raymond, the humanitarian research lab could be without funding as early as August after the suspension of about $8 million in funding.

The US State Department said Washington wanted European allies and other partners to shoulder most of the costs, but said the United States would continue to support specific programs related to war crimes investigations and justice.

The EU and the UK have also promised to continue aid to Ukraine. However, experts emphasize that it will not be easy to quickly replace American funding.

Also follow “Pryamim” on Facebook , X , Telegram , and Instagram.

The reduction in American aid has affected about half of the projects in Ukraine that document Russian war crimes, help war victims, and collect evidence for future trials.
