NABU detectives and SAP prosecutors have uncovered a large-scale corruption scheme to embezzle funds from the state-owned enterprise NNEGC Energoatom. According to investigators, the cost of equipment during the construction of the Tashlyk Pumped Storage Power Plant was artificially inflated by nearly 170 million hryvnias.<\/strong><\/p>\n

The work to complete the pumped storage power plant was carried out by a company associated with the scheme’s organizer. Despite the missed deadlines and the company’s ongoing bankruptcy proceedings, new contracts and supplementary agreements were signed with the company, changing the scope of work and its completion timeframe.<\/p>\n

The investigation established that the scheme was made possible by the company’s beneficial owner’s influence over Energoatom officials. In total, more than 70 additional agreements were concluded.<\/p>\n

According to one of them, the contractor, through a foreign-controlled company, purchased a set of equipment for the automated control system of the pumped storage power plant worth over 305 million hryvnias. This allowed the price to be artificially inflated by almost 170 million hryvnias.<\/p>\n

The suspects include the scheme’s organizer, who is the beneficial owner of several companies, and the former head of a department at Energoatom’s separate division, Atomproektengineering. The company’s supervisory board previously announced the removal of Atomproektengineering’s CEO, Mykola Bozhko, following the launch of a NABU investigation.<\/p>\n

The defendants are charged with appropriation of property through abuse of office on an especially large scale (Part 5, Article 191 of the Criminal Code of Ukraine). The penalty under this article is up to 12 years’ imprisonment.<\/p>\n

At the same time, according to the Constitution of Ukraine, persons are considered innocent until their guilt is proven legally and established by a guilty verdict of the court.<\/p>\n

As a reminder, Ukrainska Pravda published a new set of audio recordings<\/a> , which, according to journalists, were made by the NABU as part of the “Midas” case. These recordings concern conversations recorded in the summer of 2025 in the apartment of businessman Timur Mindich, who is said to be a defendant in a corruption case in the energy sector.<\/p>\n\t\t
