In the spring of 2026, employees of the National Police, in cooperation with the Cyber Police Department and the Prosecutor General’s Office, with the participation of the State Audit Service, completed a pre-trial investigation into the case of misappropriation of budget funds during the purchase of electricity through the Prozorro public procurement system.<\/strong><\/p>\n

This was reported<\/a> by the press service of the National Police of Ukraine.<\/p>\n

According to the investigation, an official of one of the capital’s universities of the National Academy of Sciences, together with employees of a private company, despite the requirements of the Law of Ukraine “On Public Procurement”, purchased electricity at inflated prices.<\/p>\n\n

To do this, the suspects concluded several additional agreements that provided for an increase in the cost of electricity without a corresponding increase in the market price. This led to an unjustified overestimation of the cost of the delivered goods.<\/p>\n

The suspects ensured the preparation and signing of necessary documents, including contracts, additional agreements, letters and acceptance and transfer certificates, and also provided instructions on making payments.<\/p>\n

The result of their actions was that during 2021\u20132022, more than 4.4 million hryvnias of budget funds were transferred to the company’s account.<\/p>\n

During searches in the city of Kyiv, investigators seized computer equipment, documentation, printing blocks, draft records, vehicles, and real estate.<\/p>\n

To compensate for the losses, the property of the defendants was seized, including premium vehicles, real estate, corporate rights in two companies, funds in bank accounts, and other property.<\/p>\n

The pre-trial investigation has now been completed, and the case has been sent to court. The suspects are charged under Part 5 of Article 191 of the Criminal Code of Ukraine (embezzlement, embezzlement of property or taking possession of it by abuse of official position). The accused face imprisonment for a term of up to 12 years.<\/p>\n

Previously, “Pryamiy” reported that the SBU and BEB exposed a company<\/a> that was embezzling defense funds allocated for the construction of an AFU command post in the Zhytomyr region.<\/p>\n

NABU detectives and SAPO prosecutors also uncovered<\/a> a large-scale corruption scheme to embezzle funds from the state-owned enterprise NNEGC Energoatom. According to the investigation, during the construction of the Tashlyk pumped-storage power plant, the cost of equipment was artificially inflated by almost 170 million hryvnias.<\/p>\n
