The law was adopted by the Verkhovna Rada in early December 2025 and waited for the signature of the head of state for more than half a year.

According to Ruslan Stefanchuk, the decision is aimed at eliminating Russian imperial influence and strengthening Ukraine’s linguistic security.

“The language of the aggressor state cannot use the protection tools created to support the languages of indigenous peoples and national communities. This decision is about the dignity, justice, and linguistic security of Ukraine,” said Ruslan Stefanchuk.

It is noted that the European Charter for Regional or Minority Languages was created to protect languages used by a small number of people, and the participating states have the right to independently determine the list of such languages.

At the same time, Stefanchuk noted that Ukraine will continue to respect the cultural and linguistic diversity of other national communities.

Thus, the signed law means that the Russian language will no longer be considered a language in Ukraine that requires special protection within the framework of the European Charter for Regional or Minority Languages. At the same time, the document does not prohibit the use of the Russian language in everyday life or private communication, but only cancels its special status within the framework of Ukraine’s international obligations.

Also follow “Pryamim” on Facebook , X , Telegram , and Instagram.

President of Ukraine Volodymyr Zelenskyy signed Law No. 4699-IX, which removes Russian from the list of languages for which Ukraine fulfills its obligations under the European Charter for Regional or Minority Languages.
