{"id":1405927,"date":"2026-06-16T13:29:30","date_gmt":"2026-06-16T10:29:30","guid":{"rendered":"https:\/\/prm.ua\/?p=1405927"},"modified":"2026-06-16T13:29:30","modified_gmt":"2026-06-16T10:29:30","slug":"dollar-exchange-rate-to-uah-51-5-and-increase-in-minimum-wage-what-the-new-budget-declaration-foresees","status":"publish","type":"post","link":"https:\/\/prm.ua\/en\/dollar-exchange-rate-to-uah-51-5-and-increase-in-minimum-wage-what-the-new-budget-declaration-foresees\/","title":{"rendered":"Dollar exchange rate to UAH 51.5 and increase in minimum wage: what the new Budget Declaration foresees"},"content":{"rendered":"<p data-start=\"98\" data-end=\"227\"><strong data-start=\"98\" data-end=\"227\">The government presented the Budget Declaration for 2027\u20132029, which envisages two scenarios for the development of events depending on the course of the war.<\/strong><\/p>\n<p data-start=\"229\" data-end=\"356\">This<a href=\"https:\/\/www.rbc.ua\/rus\/news\/dolar-51-ta-minimalka-ponad-11-tisyach-kabmin-1781600612.html\" rel=\"nofollow noopener\" target=\"_blank\">is reported<\/a> by RBC-Ukraine with reference to the Telegram of the People&#8217;s Deputy from the Servant of the People party, Olga Vasilevska-Smaglyuk.<\/p>\n<p data-start=\"358\" data-end=\"438\">The budget declaration envisages two scenarios: the end of the war and its continuation.<\/p>\n<p data-start=\"440\" data-end=\"581\">In the scenario assuming the end of the war, inflation in 2027 will be 8.9%, and the dollar exchange rate at the end of the year is expected to be at 48.3 UAH.<\/p>\n<p data-start=\"583\" data-end=\"683\">In addition, the Ministry of Finance has identified key areas of the Budget Declaration for 2027\u20132029.<\/p>\n<p data-start=\"685\" data-end=\"858\">The greatest attention is planned to be paid to maintaining social support for citizens, raising social standards, and preparing for new challenges in the process of restoring the country.<\/p>\n<p data-start=\"860\" data-end=\"1023\">It is also planned to preserve social programs, including funding for screening programs, student nutrition, teacher salaries, and demographic development measures.<\/p>\n<p data-start=\"1025\" data-end=\"1079\">An increase in the minimum wage is also planned:<\/p>\n<ul data-start=\"1081\" data-end=\"1156\">\n<li style=\"list-style-type: none;\">\n<ul data-start=\"1081\" data-end=\"1156\">\n<li data-section-id=\"1nri21o\" data-start=\"1081\" data-end=\"1106\">in 2027 \u2014 by 10.4%;<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul data-start=\"1081\" data-end=\"1156\">\n<li style=\"list-style-type: none;\">\n<ul data-start=\"1081\" data-end=\"1156\">\n<li data-section-id=\"2d4h2h\" data-start=\"1107\" data-end=\"1131\">in 2028 \u2014 by 8.7%;<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul data-start=\"1081\" data-end=\"1156\">\n<li style=\"list-style-type: none;\">\n<ul data-start=\"1081\" data-end=\"1156\">\n<li data-section-id=\"fu5f04\" data-start=\"1132\" data-end=\"1156\">in 2029 &#8211; by 7.1%.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p data-start=\"1158\" data-end=\"1200\">The subsistence minimum is forecast to increase:<\/p>\n<ul data-start=\"1202\" data-end=\"1277\">\n<li style=\"list-style-type: none;\">\n<ul data-start=\"1202\" data-end=\"1277\">\n<li data-section-id=\"1nriec1\" data-start=\"1202\" data-end=\"1227\">in 2027 &#8211; by 10.9%;<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul data-start=\"1202\" data-end=\"1277\">\n<li style=\"list-style-type: none;\">\n<ul data-start=\"1202\" data-end=\"1277\">\n<li data-section-id=\"2d4ixz\" data-start=\"1228\" data-end=\"1252\">in 2028 \u2014 by 8.9%;<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul data-start=\"1202\" data-end=\"1277\">\n<li style=\"list-style-type: none;\">\n<ul data-start=\"1202\" data-end=\"1277\">\n<li data-section-id=\"fu5f04\" data-start=\"1253\" data-end=\"1277\">in 2029 &#8211; by 7.1%.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p data-start=\"1279\" data-end=\"1366\">According to Prime Minister Yulia Svirydenko, the government is also discussing wage reform.<\/p>\n<p data-start=\"1368\" data-end=\"1508\">The government predicts that even under the most optimistic scenario, the dollar exchange rate will gradually increase \u2014 from UAH 44.4 in 2026 to UAH 50.7 in 2029.<\/p>\n<p data-start=\"1510\" data-end=\"1578\">By the end of 2029, the dollar, according to the government&#8217;s forecast, will cost 51.5 UAH.<\/p>\n<p data-start=\"1580\" data-end=\"1645\">Ukraine also plans to increase borrowing volumes next year.<\/p>\n<p data-start=\"1647\" data-end=\"1742\">Public debt at the end of 2026 is projected at 106.1% of GDP, and in 2027 \u2014 113% of GDP.<\/p>\n<p data-start=\"1744\" data-end=\"1829\">In 2027, Ukraine&#8217;s need for international assistance will amount to UAH 2 trillion 134.5 billion.<\/p>\n<p data-start=\"1831\" data-end=\"1916\">Provided that hostilities end, the government predicts a gradual reduction in the budget deficit:<\/p>\n<ul data-start=\"1918\" data-end=\"2016\">\n<li style=\"list-style-type: none;\">\n<ul data-start=\"1918\" data-end=\"2016\">\n<li data-section-id=\"1ilnuz6\" data-start=\"1918\" data-end=\"1942\">18.5% of GDP in 2026;<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul data-start=\"1918\" data-end=\"2016\">\n<li style=\"list-style-type: none;\">\n<ul data-start=\"1918\" data-end=\"2016\">\n<li data-section-id=\"dcb8da\" data-start=\"1943\" data-end=\"1967\">17.7% of GDP in 2027;<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul data-start=\"1918\" data-end=\"2016\">\n<li style=\"list-style-type: none;\">\n<ul data-start=\"1918\" data-end=\"2016\">\n<li data-section-id=\"16i8v9t\" data-start=\"1968\" data-end=\"1992\">11.1% of GDP in 2028;<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul data-start=\"1918\" data-end=\"2016\">\n<li style=\"list-style-type: none;\">\n<ul data-start=\"1918\" data-end=\"2016\">\n<li data-section-id=\"1im4v9w\" data-start=\"1993\" data-end=\"2016\">5.5% of GDP in 2029.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p data-start=\"2018\" data-end=\"2149\">In particular, Svyrydenko also stated that the additional payment of 10,000 hryvnias for logistics specialists in the army is planned to be maintained next year.<\/p>\n<p data-start=\"2151\" data-end=\"2227\">If the fighting ends, the government predicts gradual economic growth.<\/p>\n<p data-start=\"2229\" data-end=\"2268\">Real GDP is forecast to grow:<\/p>\n<ul data-start=\"2270\" data-end=\"2369\">\n<li style=\"list-style-type: none;\">\n<ul data-start=\"2270\" data-end=\"2369\">\n<li data-section-id=\"rc0yzw\" data-start=\"2270\" data-end=\"2294\">in 2026 &#8211; by 2.6%;<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul data-start=\"2270\" data-end=\"2369\">\n<li style=\"list-style-type: none;\">\n<ul data-start=\"2270\" data-end=\"2369\">\n<li data-section-id=\"gx6wvc\" data-start=\"2295\" data-end=\"2319\">in 2027 &#8211; by 4.5%;<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul data-start=\"2270\" data-end=\"2369\">\n<li style=\"list-style-type: none;\">\n<ul data-start=\"2270\" data-end=\"2369\">\n<li data-section-id=\"24hyu8\" data-start=\"2320\" data-end=\"2344\">in 2028 \u2014 by 5.3%;<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul data-start=\"2270\" data-end=\"2369\">\n<li style=\"list-style-type: none;\">\n<ul data-start=\"2270\" data-end=\"2369\">\n<li data-section-id=\"fthek3\" data-start=\"2345\" data-end=\"2369\">in 2029 &#8211;
