The European Solidarity faction demands the dismissal of the head of the State Financial Monitoring Service, Philip Pronin, and Deputy Prime Minister Oleksiy Kuleba, who, according to the political force, are involved in anti-corruption investigations. The faction also insists on the return to the Ministry of Defense of UAH 40 billion withdrawn from the defense budget.<\/strong><\/p>\n

This is reported by<\/a> “European Solidarity”.<\/p>\n

<\/p>\n

Co-chair of the faction Artur Gerasimov stated that the Verkhovna Rada meeting was held at the request of “European Solidarity” to return funds to the Ministry of Defense.<\/p>\n

<\/p>\n

“Today, at the request of European Solidarity, the parliament convened for a session. Did a single majority come to it? Almost no. The session was convened with the demand to return 40 billion hryvnias to the Ministry of Defense,” Gerasimov said.<\/p>\n

<\/p>\n

He emphasized that funding for the defense sector was already laid out when the state budget was adopted at the end of 2025, and the changes adopted by parliament do not provide for an increase in the basic monetary support of military personnel.<\/p>\n

<\/p>\n

“The next thing that changed in this budget is that 40 billion hryvnias were removed from the “weapons procurement” line, and I am sure that this includes air defense,” the faction co-chair said.<\/p>\n

<\/p>\n

According to Gerasimov, the relevant decision was made at a meeting of the budget committee after the massive Russian attack on Kyiv.<\/p>\n

<\/p>\n

He also criticized the decision to direct these funds to the Reserve Fund and expressed doubts that they would be used to restore the destroyed infrastructure.<\/p>\n

<\/p>\n

Separately, Gerasimov stated that the head of the State Financial Monitoring Service, Philip Pronin, should leave his post.<\/p>\n

<\/p>\n

“Maybe it’s enough to keep the person who organized the fraud in office?” he said.<\/p>\n

<\/p>\n

Co-chair of the faction Iryna Gerashchenko, in turn, stated that the government has already used UAH 49 billion from the Reserve Fund, earmarked for 2026.<\/p>\n

<\/p>\n

According to her, these funds were not directed towards the restoration of critical infrastructure, but towards government social programs.<\/p>\n

<\/p>\n

“The government, without consulting the parliament, spent these funds in three months. They went to the government’s populist programs,” Gerashchenko said.<\/p>\n

<\/p>\n

She also criticized the decision to withdraw UAH 40 billion from the weapons procurement program.<\/p>\n

<\/p>\n

“We just heard the pathos about how cruelly the enemy is shelling Kyiv and our holy places. This is true, because we have a critical shortage of missiles for air defense. But you gave 40 billion hryvnias from the “Weapons Procurement” article to the Reserve Fund,” the faction co-chair emphasized.<\/p>\n

It was previously reported that during the investigation of possible embezzlement during the construction of fortifications,<\/a> NABU detectives uncovered a possible money laundering scheme through dozens of Ukrainian and foreign companies.<\/p>\n

<\/p>\n

As a reminder, NABU continues its pre-trial investigation into the case of possible embezzlement of funds during the construction of fortifications in the Donetsk region, in which the head of the State Financial Monitoring Service, Philip Pronin, appears.<\/a><\/p>\n
