Two officials, who were previously exposed for fake bookings, are suspected of embezzling a million hryvnias for fictitious employees, and more than 2.6 million hryvnias in losses for the utility company.<\/strong><\/p>\n

This was reported<\/a> by the press service of the Lviv Regional Prosecutor’s Office.<\/p>\n

The media reports that these are the deputy director of the housing and utilities department – head of the engineering department of the Lviv City Council, Iryna Maul, and the leading specialist of the water supply department of the same department, Maria Datskiv, who worked at a municipal enterprise before working in the city council.<\/p>\n

The prosecutor’s office noted that, while serving as the director of one of Lviv’s municipal enterprises, the official created a fictitious employment scheme in exchange for monetary compensation.<\/p>\n

“Therefore, military-obligated “clients” who “officially worked” at the enterprise received a basis for booking for the mobilization period, which allegedly allowed them to legally avoid serving in the ranks of the Armed Forces of Ukraine,” the prosecutor’s office noted.<\/p>\n

According to the investigation, to implement the fictitious employment scheme, the director involved her subordinate, the chief economist of the municipal enterprise.<\/p>\n

Her duties within the criminal scheme included providing financial confirmation of formal employment at the enterprise for specific employees.<\/p>\n

The accomplice entered false information about the time they allegedly worked and calculated their wages.<\/p>\n

It is known that between April 2024 and August 2025, 11 men aged 29 to 46 were fictitiously employed.<\/p>\n

Six people were listed as janitors, two as drivers, one worked as a plumber and a bricklayer, respectively, and another man alternately held two positions – driver and janitor.<\/p>\n

However, in fact, the “employees” did not go to work because they had other jobs.<\/p>\n

In addition, the men transferred part of their salaries to the bank accounts of the director and the financier, and one of the employees did not have access to his “salary” card at all, since it was kept by his accomplices.<\/p>\n

The investigation established that as a result of a criminal scheme, the official embezzled over UAH 1.1 million.<\/p>\n

The property damage caused to the utility company as a result of unjustified wage payments amounted to over UAH 2.6 million.<\/p>\n

“Later, the accomplices resigned from the municipal enterprise and moved to work for the City Council: in October 2025, the former director headed one of the departments as the deputy director of the department, and the former economist became the leading specialist of the same unit in November, once again finding herself under the leadership of her “companion,” the prosecutor’s office reported.<\/p>\n

“However, even while working in new positions at the city hall, the accomplices continued to receive money for their previous illegal activities for several months,” investigators claim.<\/p>\n

Suspicions have been reported of embezzlement and misappropriation of other people’s property through abuse of office, committed in prior conspiracy by a group of individuals on a particularly large scale: the former director – in the organization, and the former economist – in aiding and abetting.<\/p>\n

It was previously reported that the Security Service of Ukraine, in cooperation with the National Police, uncovered a large-scale scheme to embezzle state funds<\/a> allocated for strengthening the engineering protection of energy infrastructure facilities in the Kharkiv region. The organizers of the scheme profited from the construction of protective structures for the Zmiivska TPP in the Kharkiv region.<\/p>\n
