In particular, he is talking about possible denials of protection to men of military age or residents of supposedly safer regions of Ukraine.<\/p>\n<p>He also drew attention to the so-called &#8220;Ukrainian refugee fatigue,&#8221; the trend toward reducing social support for Ukrainians in host countries, and the policy of encouraging return.<\/p>\n<p>&#8220;Now is the time for more solidarity, not less&#8230; The current reality in Ukraine does not meet the conditions for a safe and dignified return,&#8221; Michael O&#8217;Flaherty emphasized.<\/p>\n<p>The official added that reducing support for Ukrainians could lead to a situation where they would find themselves in a difficult financial and legal situation and would be forced to return home due to circumstances.<\/p>\n<p>O&#8217;Flaherty noted that denying temporary protection to certain categories of people based on general criteria raises questions from the point of view of protecting human rights.<\/p>\n<p>He noted that no region of Ukraine is completely safe, as Russian attacks are also taking place in cities in the western regions. In addition, he said, the number of civilian casualties in the past month has reached the highest level since 2022.<\/p>\n<p>Michael O&#8217;Flaherty stressed that tying the right to temporary protection to military service could lead to men of military age applying en masse for refugee status.<\/p>\n<p>That is why he called on EU countries to apply an individual approach to assessing each individual case.<\/p>\n<p>In particular, the official called on the European Union states to provide temporary protection to Ukrainians for as long as necessary, by extending the current mechanism or introducing another one, until it becomes safe to return to Ukraine.<\/p>\n<p>He also emphasized the need to refrain from policies and measures that would push Ukrainians to return, not to link the continuation of protection to employment, length of stay, or other similar criteria, to take into account the needs of vulnerable categories of the population, and to leave the asylum procedure accessible if restrictions are introduced in the temporary protection system for certain categories of Ukrainians.<\/p>\n<p class=\"PDq2pG_selectionAnchorContainer\" data-start=\"34\" data-end=\"217\">The European Commission also submitted to the EU Council an initiative to extend temporary protection for Ukrainians who left Ukraine after the start of the full-scale invasion.<\/p>\n<p data-start=\"219\" data-end=\"358\">In addition, the European Commission proposed not to provide temporary protection to men in military service who do not have the right to travel abroad.<\/p>\n<p data-start=\"360\" data-end=\"469\">This was announced by European Commissioner for Home Affairs and Migration Magnus Brunner during a briefing in Brussels.<\/p>\n<p data-start=\"473\" data-end=\"624\">&#8220;We are presenting today a proposal to extend the protection for another year,&#8221; Brunner said, adding that it is proposed to extend it until March 4, 2028.<\/p>\n<p data-start=\"626\" data-end=\"806\">According to him, the proposal also stipulates that temporary protection will not be granted to newly arrived persons who are not allowed to leave Ukraine due to military obligations.<\/p>\n<p data-start=\"810\" data-end=\"994\">&#8220;The proposal provides that temporary protection will not be granted to newly arrived persons who are not allowed to leave Ukraine due to military obligations,&#8221; the European Commissioner said.<\/p>\n<p>It was previously reported that <a href=\"https:\/\/prm.ua\/u-yes-planuiut-obmezhyty-tymchasovyy-zakhyst-dlia-cholovikiv-pryzovnoho-viku-detali\/\">EU countries may exclude Ukrainian men of military age from the extended temporary protection scheme<\/a> .
