Ukraine has told the International Maritime Organization (IMO) that Russian “shadow fleet” vessels exporting oil and gas could be considered legitimate military targets because of their role in funding Russia’s war.<\/strong><\/p>\n

The Financial Times reported this, citing a letter from Deputy Prime Minister for Reconstruction of Ukraine Oleksiy Kuleba to the International Monetary Fund, which journalists have seen.<\/p>\n

The Ukrainian appeal was a response to a letter Russia sent to the IMO in early June. In it, Moscow accused Ukraine of terrorism following the attack on the Russian liquefied natural gas tanker Arctic Metagaz in March. According to the Russian side, the attack caused a fire on the vessel, forcing the crew to abandon it.<\/p>\n

At the same time, according to the analytical company Windward, after this incident, not a single Russian LNG tanker under the Russian flag has ever again transited the Mediterranean Sea, choosing the longer route around the Cape of Good Hope.<\/p>\n

In his letter, Alexey Kuleba noted that Russian oil and gas tankers are “critically important for generating budget revenues for the Russian Federation and continuing its military aggression.” This, he argued, raises legitimate questions about whether the activities of the “shadow fleet” vessels can be considered exclusively commercial.<\/p>\n

The Ukrainian official also noted that Russia attacked 59 merchant vessels. Among them were the Turkish cargo ship MV Victress, which was unable to continue its voyage, and the German vessel Helga, which was carrying 25,000 tons of corn to Chornomorsk and was damaged by fire.<\/p>\n

“These attacks are further evidence of the Russian Federation’s blatant disregard for international humanitarian law, the laws of war at sea, and the safety of merchant shipping,” the Ukrainian side’s letter states.<\/p>\n

It’s worth noting thatRussia continues to expand its shadow fleet for transporting liquefied natural gas<\/a> , which is subject to US sanctions. Four more tankers, formerly owned by Oman, have joined the operation.<\/p>\n

As a reminder, in January, China increased its imports of Russian oil due to tankers from the so-called shadow fleet<\/a> , while India significantly reduced its purchases. <\/p>\n
