The Verkhovna Rada has adopted draft law No. 12301, which comprehensively updates the legislation on internally displaced persons. The document changes the procedure for providing assistance, simplifies confirmation of IDP status, and introduces new mechanisms for providing housing.<\/strong><\/p>\n

This was reported<\/a> by RBC-Ukraine with reference to the statement of the head of the parliamentary Committee on the Organization of State Power, Local Self-Government, Regional Development and Urban Planning, Olena Shulyak.<\/p>\n

<\/p>\n

One of the main innovations will be the abandonment of paper certificates. Confirmation of the status of an internally displaced person will be an electronic extract from the state database, which should simplify the receipt of public services.<\/p>\n

<\/p>\n

The law also enshrines the right of displaced persons to enjoy the full range of constitutional rights and freedoms regardless of whether they are officially registered as IDPs. Registration will remain necessary only to receive certain state benefits and guarantees.<\/p>\n

<\/p>\n

Another important change concerns financial support. From now on, the amount of assistance will be determined after assessing the individual needs of a person or family. Thus, the state plans to move from a formal approach to more targeted support.<\/p>\n

The document also provides for new mechanisms for providing displaced people with housing. In addition to temporary housing, IDPs will be able to take advantage of preferential loans, programs for purchasing housing as property, its purchase by the state, subsidized rent, and other tools.<\/p>\n

In addition, the law for the first time clearly defines the concepts of “adaptation”, “integration”, “reintegration”, “abandoned place of residence” and “place of temporary residence”. The parliament notes that this will allow internal displacement to be considered as a comprehensive process – from evacuation and adaptation to the possible return of people home.<\/p>\n
