The government has introduced a special mechanism for the controlled export of Ukrainian weapons and defense technologies. Part of the proceeds from such contracts will be directed to a special fund in the state budget for the development of the Ukrainian defense-industrial complex.<\/strong><\/p>\n

This was announced<\/a> by Prime Minister Yulia Svyridenko.<\/p>\n

<\/p>\n

According to her, the new mechanism will operate during martial law and will establish transparent rules for arms exports to partner states in the Drone Deal format.<\/p>\n

<\/p>\n

According to the new rules, 20% of funds from exports of finished products and technologies, as well as 30% from exports of components, will be directed to a special fund of the state budget. This money will be used to develop the Ukrainian defense industry and increase the production of domestic weapons.<\/p>\n

<\/p>\n

The minimum value of an export contract for finished products will be 15 million hryvnias. No such restriction will be set for the export of components.<\/p>\n

<\/p>\n

At the same time, the needs of the Ukrainian Defense Forces will remain a priority. Export will be allowed only to those manufacturers who prove that they can simultaneously fulfill a state order and a contract with a foreign partner.<\/p>\n

<\/p>\n

Permission may be denied if the Ministry of Defense or another government customer plans to purchase the relevant products for the Ukrainian military or if the goods are on the list of critically important ones.<\/p>\n

<\/p>\n

The Ministry of Defense will update the list of critical goods and technologies quarterly, and the Ministry of Foreign Affairs will determine the list of countries to which exports are permitted.<\/p>\n

<\/p>\n

Separately, the government has provided for the protection of Ukrainian defense technologies. The transfer will take place without the alienation of intellectual property rights and with control over further use and possible re-export.<\/p>\n

<\/p>\n

Svyrydenko emphasized that currently more than half of the weapons used by the Ukrainian military on the front are produced in Ukraine. According to her, the new mechanism will allow enterprises to scale production, and the state to attract additional funds to finance defense.<\/p>\n

The Prime Minister emphasized that this is exclusively about the export of surplus weapons after the needs of the Defense Forces of Ukraine have been fully met.<\/p>\n
