{"id":1413631,"date":"2026-07-03T13:40:21","date_gmt":"2026-07-03T10:40:21","guid":{"rendered":"https:\/\/prm.ua\/?p=1413631"},"modified":"2026-07-03T13:40:21","modified_gmt":"2026-07-03T10:40:21","slug":"the-ministry-of-culture-has-updated-the-criteria-for-critical-enterprises-what-will-change","status":"publish","type":"post","link":"https:\/\/prm.ua\/en\/the-ministry-of-culture-has-updated-the-criteria-for-critical-enterprises-what-will-change\/","title":{"rendered":"The Ministry of Culture has updated the criteria for critical enterprises: what will change"},"content":{"rendered":"<p class=\"PDq2pG_selectionAnchorContainer\" data-start=\"151\" data-end=\"380\"><strong data-start=\"151\" data-end=\"380\">The Ministry of Culture and Strategic Communications of Ukraine has updated the criteria by which enterprises, institutions, and organizations that are important for the country&#8217;s economy in the field of culture and information will be determined.<\/strong><\/p>\n<p data-start=\"382\" data-end=\"423\">This <a href=\"https:\/\/mincult.gov.ua\/wp-content\/uploads\/2026\/06\/nakaz-kryteriyi-krytychnosti-kultura-i-informaczijna-sfera-red-29.06.2026-yur.pdf\" rel=\"nofollow noopener\" target=\"_blank\">was reported<\/a> by the press service of the Ministry of Culture.<\/p>\n<p data-start=\"425\" data-end=\"591\">According to Order No. 711 of June 30, an enterprise or institution may receive the status of critical if it meets one or more specified criteria.<\/p>\n<h3 data-section-id=\"70anhp\" data-start=\"593\" data-end=\"632\">For information technology companies<\/h3>\n<p data-start=\"634\" data-end=\"665\">The main criteria include:<\/p>\n<ul data-start=\"667\" data-end=\"1342\">\n<li style=\"list-style-type: none;\">\n<ul data-start=\"667\" data-end=\"1342\">\n<li data-section-id=\"1vome74\" data-start=\"667\" data-end=\"701\">having national status;<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul data-start=\"667\" data-end=\"1342\">\n<li style=\"list-style-type: none;\">\n<ul data-start=\"667\" data-end=\"1342\">\n<li data-section-id=\"1p9x3h\" data-start=\"702\" data-end=\"851\">monthly production of patriotic and socially important audiovisual works for TV channels or their broadcast in the &#8220;United News&#8221; telethon;<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul data-start=\"667\" data-end=\"1342\">\n<li style=\"list-style-type: none;\">\n<ul data-start=\"667\" data-end=\"1342\">\n<li data-section-id=\"1ap74pm\" data-start=\"852\" data-end=\"935\">activities in the field of parliamentary broadcasting, foreign broadcasting or public broadcasting;<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul data-start=\"667\" data-end=\"1342\">\n<li style=\"list-style-type: none;\">\n<ul data-start=\"667\" data-end=\"1342\">\n<li data-section-id=\"1f76inz\" data-start=\"936\" data-end=\"1043\">ensuring the work of foreign media in Ukraine, provided that relevant agreements and accredited employees are in place;<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul data-start=\"667\" data-end=\"1342\">\n<li style=\"list-style-type: none;\">\n<ul data-start=\"667\" data-end=\"1342\">\n<li data-section-id=\"121gvuk\" data-start=\"1044\" data-end=\"1214\">production of official printed publications of the President of Ukraine, the Verkhovna Rada, the Cabinet of Ministers, the Constitutional Court, the Supreme Court and other state authorities;<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul data-start=\"667\" data-end=\"1342\">\n<li style=\"list-style-type: none;\">\n<ul data-start=\"667\" data-end=\"1342\">\n<li data-section-id=\"qauby3\" data-start=\"1215\" data-end=\"1342\">activity as a provider of audiovisual services, if at least 50% of the content is Ukrainian-made products.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p data-start=\"1344\" data-end=\"1415\">In addition, enterprises that:<\/p>\n<ul data-start=\"1417\" data-end=\"1736\">\n<li style=\"list-style-type: none;\">\n<ul data-start=\"1417\" data-end=\"1736\">\n<li data-section-id=\"1bat3gm\" data-start=\"1417\" data-end=\"1460\">belong to the sphere of management of the Ministry of Culture;<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul data-start=\"1417\" data-end=\"1736\">\n<li style=\"list-style-type: none;\">\n<ul data-start=\"1417\" data-end=\"1736\">\n<li data-section-id=\"3jgn4r\" data-start=\"1461\" data-end=\"1491\">print school textbooks;<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul data-start=\"1417\" data-end=\"1736\">\n<li style=\"list-style-type: none;\">\n<ul data-start=\"1417\" data-end=\"1736\">\n<li data-section-id=\"vys8ci\" data-start=\"1492\" data-end=\"1559\">research the television audience using their own TV panel;<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul data-start=\"1417\" data-end=\"1736\">\n<li style=\"list-style-type: none;\">\n<ul data-start=\"1417\" data-end=\"1736\">\n<li data-section-id=\"1hnk85x\" data-start=\"1560\" data-end=\"1638\">implement information campaigns in frontline or deoccupied regions;<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul data-start=\"1417\" data-end=\"1736\">\n<li style=\"list-style-type: none;\">\n<ul data-start=\"1417\" data-end=\"1736\">\n<li data-section-id=\"76ssmg\" data-start=\"1639\" data-end=\"1736\">create projects within the framework of the &#8220;Tysyachovesna&#8221; initiative under contracts worth from 100 thousand UAH.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p data-start=\"1738\" data-end=\"1807\">The full list of criteria can be found on the Ministry of Culture website.<\/p>\n<h3 data-section-id=\"bzily1\" data-start=\"1809\" data-end=\"1831\">For the cultural sphere<\/h3>\n<p data-start=\"1833\" data-end=\"1945\">The criteria for cultural institutions have also been updated. In particular, organizations that can receive the status of critical importance are those that:<\/p>\n<ul data-start=\"1947\" data-end=\"2553\">\n<li style=\"list-style-type: none;\">\n<ul data-start=\"1947\" data-end=\"2553\">\n<li data-section-id=\"1z0tnsl\" data-start=\"1947\" data-end=\"1975\">have national status;<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul data-start=\"1947\" data-end=\"2553\">\n<li style=\"list-style-type: none;\">\n<ul data-start=\"1947\" data-end=\"2553\">\n<li data-section-id=\"1x93pgh\" data-start=\"1976\" data-end=\"2032\">belong to the sphere of management of the Ministry of Culture or the State Film Agency;<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul data-start=\"1947\" data-end=\"2553\">\n<li style=\"list-style-type: none;\">\n<ul data-start=\"1947\" data-end=\"2553\">\n<li data-section-id=\"7o8pa6\" data-start=\"2033\" data-end=\"2098\">form and preserve the state part of the Museum Fund of Ukraine;<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul data-start=\"1947\" data-end=\"2553\">\n<li style=\"list-style-type: none;\">\n<ul data-start=\"1947\" data-end=\"2553\">\n<li data-section-id=\"vop07o\" data-start=\"2099\" data-end=\"2155\">ensure the preservation of state library funds;<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul data-start=\"1947\" data-end=\"2553\">\n<li style=\"list-style-type: none;\">\n<ul data-start=\"1947\" data-end=\"2553\">\n<li data-section-id=\"l3p6nq\" data-start=\"2156\" data-end=\"2358\">work in the field of cinematography and during the year held at least 500 film screenings in at least 10 regions, of which at least 20% were free for military personnel, veterans, IDPs and other categories;<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul data-start=\"1947\" data-end=\"2553\">\n<li style=\"list-style-type: none;\">\n<ul data-start=\"1947\" data-end=\"2553\">\n<li data-section-id=\"19cysim\" data-start=\"2359\" data-end=\"2409\">produce national films with state funds;<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul data-start=\"1947\" data-end=\"2553\">\n<li style=\"list-style-type: none;\">\n<ul data-start=\"1947\" data-end=\"2553\">\n<li data-section-id=\"1j5z2na\" data-start=\"2410\" data-end=\"2467\">develop innovative technologies for film production;<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul data-start=\"1947\" data-end=\"2553\">\n<li data-section-id=\"1pn49qd\" data-start=\"2468\" data-end=\"2553\">create adapted subtitles and audio descriptions for people with hearing or visual impairments.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>Organizations that, over the past year, have:<\/p>\n<ul data-start=\"2641\" data-end=\"2901\">\n<li style=\"list-style-type: none;\">\n<ul data-start=\"2641\" data-end=\"2901\">\n<li data-section-id=\"u1mh7m\" data-start=\"2641\" data-end=\"2766\">have implemented at least two all-Ukrainian or international cultural and artistic projects to popularize Ukrainian culture;<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul data-start=\"2641\" data-end=\"2901\">\n<li style=\"list-style-type: none;\">\n<ul data-start=\"2641\" data-end=\"2901\">\n<li data-section-id=\"td2tv\" data-start=\"2767\" data-end=\"2858\">held at least three cultural and artistic events for military personnel and veterans;<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul data-start=\"2641\" data-end=\"2901\">\n<li style=\"list-style-type: none;\">\n<ul data-start=\"2641\" data-end=\"2901\">\n<li data-section-id=\"ttc19u\" data-start=\"2859\" data-end=\"2901\">have been working in Ukraine for at least three years.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p data-start=\"2903\" data-end=\"3100\">Separate criteria are provided for film industry enterprises. They concern the production and distribution of Ukrainian films, holding international film events, and popularizing Ukrainian cinema abroad.<\/p>\n<p data-start=\"3102\" data-end=\"3351\">In particular, the status of critically important may be obtained by Ukrainian publishing houses that implement book projects, popularize Ukrainian literature in Ukraine and abroad, work under KVED 58.11 &#8220;Book Publishing&#8221; and are included in the state register of publishers.<\/p>\n<p data-start=\"3353\" data-end=\"3447\">A detailed list of criteria for cultural institutions can be found on the website of the Ministry of Culture.<\/p>\n<p class=\"PDq2pG_selectionAnchorContainer\" data-start=\"57\" data-end=\"348\">It was previously reported that<a href=\"https:\/\/prm.ua\/minekonomiky-zminylo-kryterii-dlia-broniuvannia-pratsivnykiv-shcho-vidomo\/\">businesses that want to receive critical status and reserve their employees<\/a> will have to meet new requirements. The Ministry of Economy, Environment and Agriculture has revised the criteria for granting such status, making them stricter.<\/p>\n<p data-start=\"353\" data-end=\"613\" data-is-last-node=\"\">At the same time, <a href=\"https:\/\/prm.ua\/broniuvannia-pratsivnykiv-i-status-krytychnosti-pidpryiemstv-zberezhut-do-1-veresnia-kabmin-poiasnyv-novi-pravyla\/\">the current status of critical businesses and the reservation of their employees will remain in effect until September 1, 2026.<\/a> By that time, businesses must confirm compliance with the updated criteria after their review by authorized government agencies.<\/p>\n<p data-start=\"353\" data-end=\"613\" data-is-last-node=\"\">Also follow <strong>\u201cPryamim\u201d<\/strong> on <a href=\"https:\/\/www.facebook.com\/pryamiy\/\" target=\"_blank\" rel=\"nofollow noopener\">Facebook<\/a> , <a href=\"https:\/\/x.com\/prm_ua\" target=\"_blank\" rel=\"nofollow noopener\">X<\/a> , <a href=\"https:\/\/t.me\/+rtV4dxYu2_cyNjVi\" target=\"_blank\" rel=\"noopener nofollow\">Telegram<\/a> , and <a href=\"https:\/\/www.instagram.com\/pryamiy\/\" target=\"_blank\" rel=\"nofollow noopener\">Instagram.<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Ministry of Culture and Strategic Communications of Ukraine has updated the criteria by which enterprises, institutions, and organizations that are important for the country&#8217;s economy in the field of culture and information will be determined.
