Former Ukrainian Foreign Minister Dmytro Kuleba said that residents of territories that were under long-term Russian occupation should not be immediately granted the right to vote in elections after de-occupation. According to him, a possible moratorium could last from 5 to 10 years.<\/strong><\/p>\n

Kuleba expressed the opinion that after the return of the occupied territories, Ukraine should treat their residents with tolerance, but holding national and local elections in these territories should be postponed.<\/p>\n

“Ukraine is returning these territories, treating those people who went through the occupation tolerantly, but their right to vote in national elections and local elections is postponed for a certain period. We cannot allow people who spent 8-12 years under occupation, in total propaganda, in total brainwashing, to immediately go and vote in the elections,” said Dmytro Kuleba.<\/p>\n

According to the diplomat, such a moratorium, depending on the state’s decision, could last from 5 to 10 years. He also expressed his belief that all Russian citizens who moved to temporarily occupied Ukrainian territories after 2014 should return to Russia.<\/p>\n

“All citizens of Ukraine, no matter what position they take regarding the Russian occupation, remain Ukrainian citizens for us, regardless of whether they took a Russian passport or not, worked in administrative bodies or not. These are our citizens,” said Dmytro Kuleba.<\/p>\n

At the same time, he noted that the leaders of the occupation authorities, even if they were previously citizens of Ukraine, in his opinion, will either leave the territory of Ukraine or stand trial. Also, according to Kuleba, criminal proceedings should be opened against persons who committed crimes against Ukrainian servicemen.<\/p>\n
