The Defense Procurement Agency (DPA) has published an explanation regarding the purchase of disposable RPG-75M anti-tank grenade launchers following statements by the Security Service of Ukraine and the Prosecutor General’s Office about the investigation, as well as searches at the Ukrainian Armored Vehicles company.<\/strong><\/p>\n

This was reported<\/a> by the press service of the AOZ.<\/p>\n

“According to the results of the procurement, a state contract was concluded with the participant who offered an analogue of the subject of procurement at the most economically advantageous price,” the report says.<\/p>\n

The agency emphasized that the priority criteria when concluding a contract are price and compliance of the product with the declared technical characteristics.<\/p>\n

“Since this supplier offered the lowest price, and subject to compliance with the technical requirements, such a proposal is determined as the winning one, the Agency contacted the military management bodies to confirm that the proposed product is an analogue of the procurement item determined by the need,” the AOZ noted.<\/p>\n

After receiving such confirmation, the department added, there were no legal grounds for rejecting the offer or concluding a contract with other participants who submitted more expensive offers.<\/p>\n

The AOZ also explained that providing an advance is standard practice when purchasing weapons and military equipment. Advance payments are made to suppliers who do not have overdue receivables, systematic non-performance of contracts, or other restrictive circumstances, including convictions in criminal proceedings.<\/p>\n

“If the goods are not accepted by the Armed Forces Supply Service, a claim will be sent to the supplier for the return of advance funds,” the AOZ said.<\/p>\n

The department added that they systematically take measures to minimize corruption risks.<\/p>\n

Earlier, the SBU and the Prosecutor General’s Office reported that they conducted searches at the Defense Procurement Agency, the supplier company, and the residences of those involved in the case regarding the contract for the supply of 6,000 disposable RPG-75M anti-tank grenade launchers worth UAH 637 million.<\/p>\n

According to the investigation, the supplier was supposed to deliver new grenade launchers manufactured in 2024\u20132026. However, the first batch of 3,024 grenade launchers, which arrived at one of the arsenals in May 2026, was not accepted due to inadequate quality.<\/p>\n

Law enforcement officials claim that the grenade launcher components were manufactured in 1986\u20131988, and the products showed signs of re-labeling and significant oxidation. According to the investigation, the supplier received an advance payment of UAH 318.5 million, and the losses to the state are estimated at the same amount.<\/p>\n

Earlier, the Ukrainian Armored Vehicles company stated that during searches, SBU officers allegedly beat the first deputy director of the enterprise, after which he was hospitalized.<\/p>\n

The company also noted that about 20 suppliers participated in the purchase of disposable grenade launchers, and the winning bid was for RPG-75M grenade launchers manufactured by the Czech company Zeveta Ammunition.<\/p>\n

According to representatives of “Ukrainian Armored Vehicles”, the products have been delivered in full, but the grenade launchers have not yet been finally accepted, and the company has not received any official complaints from the customer.<\/p>\n
